After all, this way, failing to beco a First Class Citizen was not due to their unwillingness to give opportunities. It was a result of the Second Class Citizens’ own stupidity!

They were foolish, failing to beco magicians, not attaining First Class Citizen status. They deserved it!

Thus, this Second Class Citizen group, which was originally intended to aid a small number of truly needy families, instead beca the majority in the Kingdom of Seth!

If nine out of ten people in a country were exceedingly poor or holess, then the country was not far from ruin!
