Although most passengers on that skyship were not on friendly terms with Xia Hui Territory, given how they were late for such a significant event as the Supre Spirit Holy Ground foundation ritual, they can’t be considered allies. Even those who did not attend have at least no ties with Xia Hui Territory.
Yet even if they were only surface-level allies, they were still partners.
