Those in the upper three tiers are terrifying angels with powers comparable to an Evil God, and the angel slain by Flora here, with only a single pair of wings, was at most a Great Angel.

Compared to pure angels, the most significant difference with Fallen Angels is their gray (sotis black) wings.
