Adrian Shaw replied.

Now that the roads between the two cities were clear, Falken Base had sent so people over on the pretext of observing after learning that the City D Base was about to hold a Superpower User Tournant.

Nina Jacobs finally understood.

’No wonder Kael Dolan is in City D.’

Nina Jacobs nodded and continued following Adrian Shaw toward the elevators.

The elevators in the administration building were guarded. Only authorized personnel showing identification could enter.

Apparently not expecting to be rejected, Landon Hayes’s smile turned a bit awkward.

Justin Lawson was discussing base affairs with Ansel Warner and a few others. Seeing the exchange, Ansel Warner chuckled and said:

The reason she had stayed in City A for so long this ti was also because of the base ratings.

Nina Jacobs nodded. "I understand. I’ll take action if necessary."

Base ratings existed in her past life, too.

The reason for classifying the bases was to better understand the strength and information of each one.

The rating criteria were updated once a year.

As things stood, to beco a Tier Three Base, not only did the base need to et area and population requirents, but it also had to have at least one Interdiate Superpower User.

Of course, becoming a Tier Three Base had its own benefits.

A Tier Three Base could maintain a certain number of troops and receive a supply of weapons and materials every three months.

Most importantly, a Tier Three Base had the right to absorb Tier One and Tier Two bases.

In other words, as long as the base was willing, all surrounding bases below Tier Three would have to be incorporated into it.

This rule sounded extrely hostile.

But it was one of the most effective ways to supervise the bases.

In an environnt where communication was difficult, a base’s developnt was largely in the hands of its leader.

The command headquarters ca up with this thod to prevent base leaders from becoming inactive or neglectful.

The goal was also to make neighboring bases supervise one another.

Myra Lawson had no interest in absorbing other bases.

But she didn’t want the City D Base to fall behind either.

After all, above Tier Three, there were Tier Four and Tier Five bases.

Although there was currently no rule about absorbing Tier Three bases, there was no guarantee there wouldn’t be one in the future.

Nina Jacobs nodded. ’Since Interdiate Superpower Users have already appeared elsewhere, there’s no need for to hide the fact that I’m one anymore.’

Myra Lawson thought Nina Jacobs was worried about sothing, so she added an explanation:

"Of the three Interdiate Superpower Users, two of them only successfully advanced after using the ’Mystic Ice Core’ we sent over a while ago."

"And... I heard from Brendan Hart that they were absorbing a large number of Mutated Crystal Cores every day before that."

As per Nina Jacobs’s request, Myra Lawson had concealed the fact that Nina was the one who found the Mystic Ice Core.

She only claid that a City D rescue team had discovered it by chance.

Landon Hayes and the other person who absorbed the Ice Core were both Dual Elent Superpower Users, and their Superpower manifestations were the most outstanding, which was why the command headquarters selected them.

Because they were Dual Elent Superpower Users, they also received more Mutated Crystal Core resources.

It was said they absorbed Crystal Cores every day.

"Landon Hayes took action a few tis on the road here. His Superpower is indeed dazzling."
