They can be the mouth piece of the people in their team and also the custodians of the rules we set. They have the right and ability to te out punishnt as well as provide or promise rewards for accomplishnts.

"I think you’ve already thought of everything. Your ideas will work well, especially in such an environnt where people co from different backgrounds.
There are people who feel entitled and have grown up being served. Such people, maybe not all of them may feel that those who co from lesser backgrounds should beco their servants, this is sothing that cannot be allowed to sprout in our sect.
So, rules and regulations are necessary. Moreover, your idea of rewards and punishnts is also excellent. If soone makes a mistake, they are punished and if they make a contribution, they are rewarded.
