Although the Navy and the World Governnt have not stationed a large force in the New World, there are always plenty of intelligence personnel, bounty hunters, black market rchants, and even so pirates disguised as World Governnt and Navy personnel.
Their only task is to gather relevant information. Arceus frequently appears within the territory of the Beast Pirates, so investigating his na isn’t difficult; however, when it cos to his abilities, the agents have collected limited information.
Back then, those elites were all brought into Wano Kuni, and among those left behind, those who have witnessed Arceus’s abilities are at least small pirate leaders. To avoid exposing themselves while gathering information, they seldom co into contact with the leaders.
Although the Beast Pirates now have many ability users, the Navy personnel don’t find it strange. They only sent people because Arceus has the power to injure Sengoku.
Under this façade, they haven’t uncovered his true strength.
Referred to as the Holy Beast by mbers, and having a close relationship with Kaidou, possibly being the second-in-command or having an equal status, this was the conclusion they reached after a simple investigation.

Yet, Arceus’s fruit ability is unknown. Based on past data, he can control plants and flas and has flying abilities. According to uncertain information, he may also have the ability to empower others.
There are two conclusions from the analysis departnt: one is that the gathered information is correct, and Arceus indeed possesses such abilities.
The other is that these are just Kaidou’s tricks, and the so-called ability empowering is rely a technical breakthrough by the Beast Pirates. When ntioning this, Queen’s information was also brought up.

However, neither side was able to persuade the other, and ultimately the two conclusions were both sent to the desk of the leader. The specific result can only wait for more detailed intelligence from agents.
But this did not provoke a big reaction from the Navy. There are quite a few people capable of injuring an Admiral, so of whom are now in the Undersea Prison Impel Down, and so are still outside.
Golden Lion, Whitebeard, Roger, Red Earl Patrick Redfield, now there’s just one more Arceus, so they rely increased the bounty as usual.
Even when Rocks exposed his ambition initially, the Navy did not take significant action. Now, the various activities of the Beasts appear like re trifles to them.
As for Zeraora, there is even less information than there is about Arceus. At least Arceus frequently moves within the territory, but apart from the title and na of Zeraora, they haven’t found any information.
Thus, the new wanted posters and the news of the Battle of Edvaul spread across the world. As for Sengoku’s raised responsibility inquiry, it ended with just a ceremonial raising of the issue.
The CP Departnts are directly subordinate to the World Governnt, completely independent of the Navy. If they dealt with their subordinates over every petty complaint from the Navy, the reputation of the CP Chief would be compromised.
Most importantly, the CPs do not consider this a major issue; agent information errors are inevitable, and even ace agents can’t guarantee 100% mission success.

The Navy is the enforcer of the World Governnt, while the CP is their eyes and ears. Frictions between the two departnts happen occasionally, and they have grown accustod to it.
Whether CP or the Navy, provocations are mostly resolved unless sothing involves the Heavenly Celestial Dragons, in which case the World Governnt may invest more energy.
However, this incident also led to changes within the Navy’s system. They needed more of their own eyes, and under Sengoku’s leadership, a secret unit called SWORD appeared within the Navy.

Gathering and analyzing intelligence, holding etings, and once the new bounty is finalized, the Origin had already returned to Wano Kuni, with two more tall chimneys added, seemingly indicating two new factories.
"The Holy Beast Squad has returned, bring the Origin up!"
In the Hidden Port, rotating gears drove chains, and the primitive elevator brought the Origin into the Inner Sea of Wano Kuni. Shortly after their return, Shaina appeared on the Origin, holding a stack of files recording recent developnts in Wano Kuni.
Overall, things were developing well, with weapons manufactured by the factories already in production, and the planted berries beginning to sprout.
Not long after Arceus’s return, Kaidou also transford into a Cyan Dragon and left here once again. Wano Kuni is still developing, so soone with absolute combat power needs to be left to suppress potential unexpected events.
On the way back, Arceus, leveraging Yamato’s luck, scouted several locations, but luck isn’t always reliable, and this ti they didn’t find their target.
He planned to return to Ghost Island first before dealing with other matters. The exit at the Hidden Port is quite a distance from Ghost Island, requiring a crossing of the Inner Sea of Wano Kuni. However, on the way back, a small incident occurred—Yamato’s "A-ken" fell into the water.
Unlike other children who are drowsy, Yamato has already shown her talent as Kaidou’s daughter, with abundant energy, even making Chansey feel tired.
