They also manage areas 60-69, which houses the Navy garrison and the World Governnt office entrance.
In so areas, naval patrols can be seen, which keep peace in these zones, but the Navy does not interfere within the illegal zones 1-29.
Incidentally, the Navy areas and the illegal zones are neighboring, separated only by a tree root, showcasing a completely contrasting scene.
However, due to this managent style, as long as pirate ships don’t dock next to the Navy garrison, there’s generally no problem.
The Origin stopped directly in area 30, where Soap Bubble Park is located.
