This included but was not limited to treasure hunting, combating pirates, and eliminating competitors.

The island in question, although detached, was still part of the Stanting Kingdom’s territory. Due to historical reasons, many countries weren’t a contiguous whole, and large landmasses like Alabasta were rare.
Even if much of it was desert, it was still solid territory, which was extrely rare in this world. No one would complain about having too large a landmass, and occupying so archipelagos was common.
