With the tacit consent of two Heavenly Celestial Dragon families, the Grand Tesoro had beco an independent nation recognized by the World Governnt, and it’s a demilitarized zone, a so-called "Absolute Sanctuary" where even the World Governnt couldn’t arbitrarily intervene.
It has now beco the gray center of the Underworld, with spies from various forces implented here.
Due to the support from the Heavenly Celestial Dragons, Tesoro has substantial privileges here.
Without Tesoro’s consent, even the Navy carrying weapons into the area would be illegal, but this was only the official regulation. Privately, no one could tell how many forces had their eyes here.

A signal flare burst in the sky, and afterward, in the center of the Grand Tesoro, a large group of Cyclizar started racing along the track, with their riders trying various ways to hinder other competitors.

But upon closer inspection, it could be seen that a new rider was on the leading Cyclizar, and at so point, Yamato had run over to join the fun.
The reason he ca here was that Yamato planned to test his ability, to see if he could successfully dig out so special individuals in the mixed crowd of the Grand Tesoro.
Initially, Who’s-Who didn’t think there was any issue, but now it seed this operation was more of Yamato wanting to have fun, far from their initial intent.
Whatever Yamato wanted to do didn’t matter, but if he achieved nothing, he’d look rather useless, in short, it would affect his career prospects.
It was at this ti that Tesoro ca up behind him.

After the Grand Tesoro officially went into operation, it beca Tesoro’s second office location, either on the ship of the Hundred Beasts Fruit or on the Grand Tesoro, his presence could always be seen in these two places.
However, it’s rely an office location, due to the unique nature of this marine tropolis, he couldn’t trust his family to live there.

The profits from the Grand Tesoro were too high, massive profits that made many envious, wanting to dig into its secrets. Even so people from the World Governnt weren’t exempt from this.
There was support from the Heavenly Celestial Dragons here, but only from so of them. Those spying on secrets were agents from other forces.

From Tesoro’s description, Who’s-Who also understood the tasks to be done, and though difficult, he didn’t falter. Such challenging matters often brought higher rewards.
This was a ga from those above, neither he nor those deployed to the Grand Tesoro were anything more than pawns. To not be discarded, you had to make yourself invaluable.
Who’s-Who is from CP9, he didn’t know much about CP0, though not entirely uninford. These top CP9 agents were essentially CP0’s reserves, and this ti, luck seed to be on his side.
He originally planned to put out so bait to see if any fish would bite, but by chance, he saw a familiar face on a surveillance feed.

The operational mode of CP0 was completely different from CP9, but Who’s-Who rembered clearly, that guy had been a CP0 squad leader years ago and had even recruited him back then. Such a squad wasn’t supposed to be doing this sort of thing.
What followed wasn’t of much concern to Tesoro, but Who’s-Who being able to identify a target so swiftly was indeed a delightful surprise for him.
