Chen Shan pulled out a chair, and Li Xinlong sat beside Wen Biao.

Due to the ard train, the relationship between the two unconnected individuals beca much closer.

Wen Biao laughed, "I thought Master Rong would co a bit later."

Li Xinlong shook his head, "In the entire Zhijin, only the train conductor is qualified to take the stage."

Wen Biao looked at the scavengers in front of him, who were excitedly discussing how much loot they would get, and sneered, "It’s a pity there are still those who don’t get it, who don’t know who’s in charge even now."

Li Xinlong let out a faint, ambiguous laugh, expressing agreent.

There was a sound of light footsteps coming from outside the door. Two ard soldiers in gray-green trench coats entered first, their sharp gazes sweeping around, then stepped to stand on both sides of the door, like two unsheathed military knives, cold and sharp!

Initially, hearing these statistics made everyone sad because the deceased were their own people, and of over 600 factions, only over 100 existed before the war.

Yet, hearing the subsequent planning, they couldn’t help but be stunned.

An ard train planned to build a city with a population of 100,000!

The Base City plan was actually advancing!

Although there had been expectations, hearing it confird ignited a fiery sense of history in every heart.

However, the unease in President Jinfeng and other leaders only grew deeper.

They’d heard so rumors about the data but knew nothing about the Base City establishnt, not even when the ard train had drafted the plan!

They were completely left out!

And from the na "ard station," they could discern the train’s dominance, clearly treating the Base City as its own.

Wen Biao and Li Xinlong listened attentively.

This concerned their future.

"The main departnts of the Base City will be three bureaus and two institutes, naly the Food Production Bureau, Energy Managent Bureau, Residential Planning Bureau, Academy of Sciences, and dical Institute. Security is divided into two, with the City Defense Army responsible for the interior and Guard Corps establishing an outpost on the periphery. The forr acts as the Law Enforcer, and the latter is responsible for early warnings and exploration."

"All the above departnts will be appointed based on warti rits and will be announced after the eting."

"Lastly, all matters of the Base City will be overseen by the Station Chief, with the first Station Chief being Li Xinlong, leader of the Black Star Convoy."

After finishing, Hu Shuo looked up and surveyed the room.

As expected, everyone was utterly stupefied by the enormous flood of information. So looked at Li Xinlong, so were flushed and indignant, and others were sneaking glances at the train conductor.

Su Huan was observing a Tier One Evolver with regard to the eting content.

They’d already held a mini-eting on the train.

This eting only occurred after every detail was established.

Rather than a eting, it was more a unilateral announcent by the ard train.

The Zhijin Station differed from Shun’an and Guan Chong, with a massive and complex population that couldn’t be managed with a simple structure anymore. It must be built according to a complete city administrative frawork, with the train taking the lead.

This would take a lot of ti, but the train’s repairs wouldn’t be completed quickly either.

As for the scavengers’ dissatisfaction and resistance...

They weren’t deed important enough to be raised at the eting.

Everyone looked at the train conductor, eager to see how he would handle this situation.

Su Huan looked in the direction of the voice, seeing a lean man with short hair, a cold expression, and an aura of perpetual malice.

Su Huan was not angry, smiling, and said, "To correct, only the victors have the right to enjoy the spoils of victory."

With that, his gentle gaze swept the room.

"Here, only the ard train is the victor."

"And you are the spoils of victory."
