On August 5th, at eight thirty in the morning, the sixth floor Traffic Control Center of the Linghai Port Supervision Office was full of leaders.
Early yesterday, the superior reported that this year's No. 2 tropical storm was coming. If it were just flooding on the Yangtze River, Linghai wouldn't be afraid, but flood combined with storm, Linghai definitely can't withstand.
The City Committee and Municipal Governnt were very attentive and urgently convened a eting at noon yesterday to arrange flood control and typhoon prevention work.
Early this morning, Secretary Ye personally rushed to the banks of the river to inspect the flood and typhoon prevention preparations in the developnt zone, especially the port area.
Don't be fooled by the dozens of kiloters of Linghai's Yangtze River coastline; the "essence" is all in the developnt zone.
Large projects like the under-construction Linghai Port and the nearly completed Cosco Shipyard—any of which have total investnts in the billions—cannot suffer losses and simply cannot afford them.
Han Xiangning took the supervision boat yesterday afternoon to check several anchorage points on the Jianghai River Harbor and did another inspection early this morning. If Sister Ling hadn't ntioned on the walkie-talkie that Secretary Ye was coming, she even planned to check further downstream all the way to Bailong Port.
Unexpectedly, upon hastily returning to the unit, Secretary Ye was talking and laughing with Vice Mayor Ding, who was also there for the inspection, along with Police Chief Zhang Yidong and Secretary Chen of Sanhe Street standing aside with smiles.

And rightly so, the common people only know typhoons and haven't heard of tropical storms.
Calling it a typhoon is better; changing it to a new term leaves the public clueless, even to the point of not taking it seriously.
But while Han Xiangning can complain, Secretary Ye cannot, so he simply changed the topic, "Xiang Ning, Mayor Qin went to Beihu today to pay respects to your ho's Salted Fish."
