"Director Huang, you wouldn’t make drink, would you?"

"Of course not, given our relationship. Knowing you can’t drink, would Director Zhang and I make you drink?"

"That puts my mind at ease. Otherwise, I would want to leave right now."

"Leave after lunch. I’ve already talked to the canteen chef to make the lunch dishes lighter. You’ve been drinking for several events; your stomach can’t take it. You need to take care of it."

Han Yu was eager to return and really didn’t want to stay long.

But since he was already here, he had to make the best of it.

He turned around, looking at Zhang Junyan, who was smoking, and curiously asked, "Director Huang, what made you think of transferring to Jiangcheng?"

What surprised both Han Yu and Zhang Junyan was when Huang Yuanchang walked over, closed the door, and while pouring tea for them, candidly said, "The superior wants to reform the Port Supervision and Marine Supervision systems. The Port Supervision Bureau and Marine Supervision Bureau will soon no longer exist."

"No longer exist!"

"Their nas will be changed."

"To what?"

"To be called the Mariti Bureau. You’ve been busy attending the comndation conference and drinking, so you might not have noticed that the Ministry of Transport Mariti Bureau has already been officially established. Next in line are the coastal Marine Supervision Bureaus and our Yangtze Port Supervision Bureau."

Navigation Administration, Port Managent, Port Supervision, and now Mariti.

In just a few years, the unit’s na has changed several tis.

Han Yu found it sowhat difficult to get used to.

Zhang Junyan, focused these days on whether Salted Fish had drunk too much, hadn’t noticed the superior’s reform of Port Supervision and Marine Supervision. He couldn’t help but ask, "Director Huang, our area is the Yangtze River, not the sea, and has nothing to do with the sea. If your Port Supervision Bureau changes to the Mariti Bureau, does that an our Changhang Police Bureau will beco the Mariti Police Bureau?"

"You won’t change, only our Port Supervision will."

"But you don’t oversee mariti traffic safety!"

"We didn’t before, but we will in the future."

Huang Yuanchang put down his cup, walked over, and pointed to the map on the wall: "After Binjiang Port Supervision Bureau is renad Binjiang Mariti Bureau, it might oversee the mariti traffic safety of the Binjiang Sea Area. As for our Jiangcheng Port Supervision Bureau, it will not only be renad Jiangcheng Mariti Bureau but will also transfer so personnel to establish Jiangnan Mariti Bureau."

Han Yu asked, both understanding and not understanding, "Will the Binjiang Mariti Bureau and Jiangcheng Mariti Bureau be under the newly established Jiangnan Mariti Bureau?"

"Yes."

"Will the Jiangnan Mariti Bureau be under the Yangtze River Mariti Bureau?"

"We don’t know yet. There’s news that it might report directly to the Ministry of Transport Mariti Bureau, while others say it might still be under Hanwu."

"What level is the Jiangnan Mariti Bureau?"

"Provincial Hall Level."

"And the Yangtze River Mariti Bureau?"

"Also Provincial Hall."

"Then the Ministry of Transport Mariti Bureau?"

"The sa, Provincial Hall."

Han Yu couldn’t help but laugh and ask, "Provincial Hall managing Provincial Hall?"

Huang Yuanchang laughed and said, "Isn’t that normal? The Changhang Bureau is a Provincial Hall level unit, yet it manages the Yangtze Port Supervision Bureau, Changhang Police Bureau, Yangtze River Navigation Bureau, and Yangtze Communication Bureau, which are all Provincial Hall levels."

"That’s just two levels of Provincial Hall. If the Port Supervision System really reforms like this, it becos three levels of Provincial Hall."

"Three levels of Provincial Hall have long existed. The Changhang Bureau, a Provincial Hall level, manages the Yangtze River Navigation Bureau, which is of the sa level, and the Yangtze River Estuary Navigation Bureau, which is also of the sa level. This situation exists not just in our transportation system but in the water system as well."

The Yangtze River Estuary Navigation Bureau was upgraded based on the East Sea Navigation Channel Office of the Yangtze River Navigation Bureau because its previous administrative level was too low, making communication and coordination with the East Sea Transportation Bureau difficult.

Now, being upgraded to Full Bureau Level makes it more appropriate to interact with the East Sea Transportation Bureau, which is of the sa Provincial Hall level.

If the Jiangnan Mariti Bureau is established, it will inevitably interact with the Jiangnan Province Transportation Departnt, so the unit’s administrative level cannot be low.

Han Yu realized and with a smile asked again, "Director Huang, what about you?"

"What about ?"

"Will you continue as the soon-to-be-renad Jiangcheng Port Supervision Director, or will you beco the Director of the soon-to-be-established Jiangnan Mariti Bureau?"

"I’m just a Director, and newly appointed at that. I have no qualifications to be the Jiangnan Mariti Bureau Director, but the superior wants to participate in the establishnt of the Jiangnan Mariti Bureau. Perhaps after it’s established, I might join the bureau’s party committee."

Entering the bureau’s party committee ans becoming part of the bureau leadership!

In other words, he’s currently a Director, but it might not be long before he’s promoted to Vice Director!

A two-level promotion is not sothing just anyone can achieve.

Thinking about the establishnt of the soon-to-be Jiangnan Mariti Bureau, which might no longer fall under the soon-to-be-renad Yangtze Port Supervision Bureau’s control, nor the Changhang Bureau, Han Yu suddenly realized why Changhang Bureau leadership had him take up his post in Jiangcheng at this critical mont.

After all, fertile water doesn’t flow to others’ fields.

Since the Port Supervision Bureaus in Jiangnan might be independent, the Changhang Bureau naturally wants to send more people over.
