Vice Director Gu returned to the branch bureau just in ti for the cafeteria's al service.

Deputy Port Director Ma and Director Yang went to visit the Procuratorate. After all, the Smuggling Cri Investigation Branch is a newly established unit, and they need to coordinate with the Procuratorate for prosecution, so they didn't return at noon.

Zhou Huixin invited Vice Director Gu, who had just gotten his al, to sit down and laughed as he asked, "Old Gu, did you go to Lang Mountain?"

"Yes, I stopped by on the way."

"What do you think?"

"Political Commissioner, how should I put this?"

"There's nothing you can't say, there's no one else here."

This gentleman used to be a leader at the City Bureau, and now he's a leader at the branch bureau.

Gu Guofu sincerely regarded Zhou Huixin as a leader and put down his chopsticks with a bitter smile, "Political Commissioner, that Salted Fish's small branch has everything — all the staff and resources. How can the Investigation Departnt compete with them!"

Admitting defeat so quickly...

Zhou Huixin was a bit disappointed but thought about how it indeed was challenging to let them compete with Salted Fish, so he smiled and asked, "Where is Wang Changjiang, didn't you co back together?"

"He's upstairs preparing paperwork for handling cases in different locations. As soon as the office stamps them, he'll lead the team to Jiangcheng."

Gu Guofu took a small sip of soup, thought for a mont, and then bitterly smiled again, "The Investigation Departnt now needs to assist the Water Anti-Smuggling Departnt in handling cases. Salted Fish, the director, is very busy and doesn't have ti to assign tasks to Wang Changjiang."

Zhou Huixin couldn't help but chuckle and asked, "Then who assigned the case investigation in Jiangcheng?"

"The forr senior director of the Criminal Investigation Departnt at the Binjiang Port Police Station, Jiang Xiaojun."

"Turns out it was an old senior invited by Salted Fish."

"Political Commissioner, I have no objection to involving old seniors in tasks, but it feels a bit odd."

"How so?"

"Isn't Salted Fish the Water Anti-Smuggling Director at our branch bureau? Is the Water Anti-Smuggling Departnt even a unit within our branch bureau? It's laughable, but when I'm over there, I feel like an outsider."

"That place used to be a navy camp, like an independent kingdom. Even if Ma Guan and I went over, we'd be outsiders too."

"Why set up the Water Anti-Smuggling Departnt in soone else's camp?"

"The bureau has limitations, plus the Anti-Smuggling Dock is right there. They're not even charging us rent. Where else can you find such a good deal."

"Yet, this makes the Water Anti-Smuggling Departnt appear like an independent kingdom."

Though Zhou Huixin had never t Xu Sanye, he heard several tis about Xu Sanye being able to direct the bureau leaders when he was the police station chief. Now, Salted Fish makes an old senior assign tasks to them, which is quite normal; it's an extension of the old Yanjiang Police Station tradition.

Seeing Gu Guofu's lack of understanding, Zhou Huixin smiled, "The situation on the water differs from the land. Outsiders can't command insiders. Any action on the river requires not only our branch bureau but also marine, fishery administration, water administration, and the Water Police Station, Changhang Bureau all need to listen to Salted Fish. We need to adjust our mindset."

"All listen to Salted Fish?"

"Yes, there's a big operation coming up."

"What kind of big operation?"

"Joint law enforcent to crack down on illegal eel fry fishing."

"Salted Fish is commanding it?" Gu Guofu asked in disbelief.

"He's the actual overall commander and on-site commander for the joint law enforcent operation."

Zhou Huixin chuckled and added, "It's actually not a large operation; the scene at the Linghai Reserve Camp in Beihu during the flood rescue was much larger. Salted Fish commanded the Land, Sea, and Air Forces, reportedly requisitioning personnel and vehicles from military-level units at will, all commanders had to listen to him."

Gu Guofu couldn't believe it, exclaiming, "But he was just the camp commander of the Reserve Camp back then."

"He was indeed rely the camp commander of the Linghai Reserve Camp at that ti, but simultaneously, he was the ergency rescue assault team leader for the Yangtze Flood Control Headquarters and Jingzhou Flood Control Command in Jingjiang. He organized and commanded major ergencies, representing the Yangtze Flood Control Headquarters and Jingzhou Flood Control Command at the rescue site."

Seeing Gu Guofu's astonishnt, Zhou Huixin continued, "Lives are at stake. If the Yangtze River embanknt were to breach, it would cause imnse economic loss and casualties. Therefore, at critical monts, professionals need to command, and there was no objection from the participating troops, civilian soldiers, or local party and governnt cadres."

"Salted Fish is really professional?"

"He proved his professionalism through action, and his role as the commanding general during on-site rescues was recognized by Vice President L. Mayor Qin had visited the flood front line and comforted the troops. According to Mayor Qin, taking over command during major ergency rescues was seen as a natural occurrence by everyone, and nobody questioned his capability."

"So now he can also command us?"

"That's not what I ant to say, but in certain special or ergency situations, we should respect his opinions and learn to adapt and eventually beco accustod to delegating authority."

Zhou Huixin paused, smiled, and added, "Old Gu, think about it, if it weren't for Salted Fish, could our branch bureau have opened up the situation so quickly, discovered major clues ahead of other branch bureaus, and even had a grand start ahead of them?"

Gu Guofu instinctively asked, "Political Commissioner, do you know the clues Salted Fish discovered this morning?"

"He called last night; otherwise, Ma Guan and I wouldn't have let you take the team to observe the inspection." Zhou Huixin didn't want Comrade Old Gu to misunderstand, thought for a mont, and then explained, "He wasn't trying to report over anyone's head. He called for sothing else last night, and the suspicious container in today's morning inspection was ntioned unintentionally."

Gu Guofu hesitated for a while, then said softly, "Political Commissioner, I wasn't thinking in that direction. I just feel that whether a unit can be well constructed, whether it has combat effectiveness, we can't pin our hopes on just one person."
