"Then which unit organizes the selection for our brigade's outstanding reserve officers?"

"Isn't the Military District our superior?"

"Commander Wang, do you think I should try contacting the East Sea Base?"
"I doubt it'll be of any use."
"Why wouldn't it be?"
"They are active forces and don't have the responsibility for defense reserve building. They would only select outstanding officers, not outstanding reserve officers."
"So we're never going to get anything good for our Rescue Boat Team?"
