But at the Second Limit, the application of Power was far more complex. Every Mutated Organization could be involved, enabling techniques and Power completely incomparable to those of the First Limit.

Other martial arts departnts had records from their predecessors to reference in this regard, but he had nothing. He could only rely on guidance from experienced individuals and explore the rest on his own.

He could, of course, try to look at the key records from other departnts, but that wasn’t so simple. After reaching the Second Limit, students either graduated or beca instructors themselves.
