The unrest in the Upper city area ended, but it was far from over.
The very first day Gotham State was established, the State Council, under the leadership of the Pale Knight, anded the state's tax laws. Wayne Enterprises was the first to respond, and whether voluntarily or not, everyone else could only follow.
How to describe the New Tax Law? If you were to read it aloud at Mount Rushmore, only one statue wouldn't spit at you. That statue is nad Roosevelt, for his nephew did the sa back in the day.
As is well known, Little Roosevelt was surreptitiously fostering socialism worldwide.
At the Governor's inauguration, the Pale Knight, Jack Napier, quoted this president's classic saying: "A governnt that cannot take care of its elders and the sick, cannot provide jobs for the strong, cannot integrate the youth into the industrial system, and allows an unprotected shadow to loom over every family, is neither a governnt that can continue to exist, nor should exist."
This statent caused a huge uproar and was criticized by nurous mainstream dia outlets. They accused the Pale Knight of trying to reverse the progress of ti, wanting to pull the world back to the Cold War era.
But soon, this hot topic was overshadowed by even more explosive news—a well-known journalist, Clark Kent, revealed information about Audin Company's man-made cancer scandal.
Now it wasn't just the Arican public opinion that exploded, but the entire world. Because almost all hospitals worldwide had purchased equipnt from Audin, which was considered the best dical equipnt manufacturing company globally.
Now that it was revealed they used this equipnt to create cancer patients, it incited panic among almost all the patients who had used these devices. This posed a major problem for any country.
The US Governnt was too busy dealing with global backlash to bother with the Pale Knight because every governnt worldwide was troubling them.
You might ask why everyone was troubling Arica since Audin is a British company. The reality is, most governnts don't care whether or not the machines cause cancer; they're more concerned with why this issue was disclosed.
It doesn't matter which country your machines co from; the news broke in Arica, so it's your problem. If you hadn't disclosed it, wouldn't there be no issue?
Congress entered a new round of chaos.
Compared to this, Gotham's state was recovering well. The upper-class encountered a typhoon misfortune, releasing the crisis in the Lower city area. People's lives were essentially returning to order.
The new tax laws introduced by the Pale Knight were extrely beneficial for the ordinary people, but it would take so ti to take effect. Previously established charity funds and welfare systems ca in handy, providing imdiate relief.
Gordon did not return to his job; he had a new identity now as a leading candidate for mayor.
Although Gotham State was primarily based in Gotham City, one could still not hold the positions of governor and mayor concurrently. With the Pale Knight choosing to be governor, the best candidate for mayor was naturally Gordon.
While Gotham was busy reconstructing order and handing over responsibilities, Shiller took a trip to Brude Haven in search of a reliable friend Harley spoke of. He still needed to clarify a few things.
Shiller was slightly surprised to find that the person he t was a stranger. Not a super villain or superhero, just a seemingly ordinary doctor.
After so conversation, Shiller learned that this doctor was the son of Maggie, the curator of the Gotham History Museum. Through this doctor, Shiller discovered Maggie's real identity—she had once been a mber of the Order Sect.
Shiller rushed back to Gotham. When he returned to the history museum, Maggie was already waiting for him.
A thin, aged woman sat in a rocking chair by the window, appearing too serene for soone with a story. Shiller sat in a nearby chair, listening to Maggie recount her story—the story she knew from three hundred years ago.
The Order Sect had summoned a teor.
Indeed, it was to fulfill so of their wicked plans, but it wasn't just their plans; it was also the plan of the East India Company.
The Order Sect wanted to prove their faith, not just spreading the gospel in England or Arica, but to have the entire world worship their god of fire. To achieve this, they needed strong support, and the East India Company was their best choice.
The East India Company had their ambitions; they wanted to conquer the world but also to rule it indefinitely. To achieve this, they also needed assistance from magical ans. The Order Sect was likewise their best choice.
The two parties struck a deal imdiately; the East India Company concocted an evil plan—to use magic to eternally exploit the vast numbers of ordinary people.
They knew better than anyone the powerful strength of ordinary people and understood that there fundantally is no difference between the rich and the poor. Therefore, to keep the poor from ever overturning their situation, they first had to transform them into another type of being.
Not only weakening their physique, making them perennially ill, but also weakening their spirit, ideally maintaining a state where they could work but not think. This way, they would never be able to cause any trouble.
The Order Sect agreed to help them achieve all of these.
After a series of complex sacrificial and divining ceremonies, they found the best location to pray for divine help—the place known as Cursed Land, Gotham Valley, and successfully summoned the teor there.
