But not everyone can enter Battleworld. Malafax himself is a minor character, an extrely marginal villain in the Cartoon World.
Even in Martian Manhunter's personal stories, he doesn't have much screen ti, let alone fans. Battleworld wouldn't send him an invitation.
Even though Zod is much more famous, he still doesn't compare to Superman's other neses, especially not Luther.
Each hero has only one or two villain slots for Battleworld, with Batman and Spider Man being exceptions. Zod doesn't make the cut.
Since this is the case, they couldn't have encountered other Batmans. Yet their behavior suggests they are very familiar with the orthodox Batman.
This makes Shiller very suspicious, so he needs so ti to investigate the matter.
First, he needs to find out if Battleworld has sent invitations to these two characters. This is straightforward; Shiller directly called Lucifer.

Using psychic abilities to fabricate evidence could work, but it would require a lot of ti. Forging a complete life existence in Human Society would be too troubleso.
The best strategy is to invoke Ron's disguise. Ron genuinely lived on Earth for years, leaving traces that wouldn't arouse KGB suspicion.
To impersonate Ron's disguise, he must go to Ron's location, otherwise, if Ron lives in a West Coast city and Malafax suddenly erges from the East Coast, unable to explain his arrival, it still wouldn't work.

Besides, Ron could be in the city where Malafax appears, the brothers being mortal enemies.
