You have to understand that rules aren't sothing that if one person steps on them, others can't follow.
If that were the case, deities wouldn't have disputes over divinities.
The path Louis took is actually different from Vestis'.
Conflicts arising from divine authorities are common among deities because the faith source is limited.
With an extra deity dividing the faith in that domain, the gains for each decrease.
It's a zero-sum ga, no doubt about it.
The destruction rules were given to Louis, and indeed, he has the qualification to compete with other deities in that realm of faith.
Whether he can claim much of it is another matter, but he does have the qualification.
Vestis once held part of the rules concerning destruction, and logically, She wouldn't want to elevate a competitor, but that premise assus Louis ignites his divine spark and becos a deity.
But Louis understands very well that it's impossible for him to beco a deity, at least not before ascending.
He has choices.
After defeating the Cosmic Serpent and leveraging its essence to promote the Tomb of Soldiers demi-plane to a world, he's unlocked a broad path.
He doesn't need to be shackled by faith; he can naturally grow into a Divine Realm being.
That's why Vestis was so generous when gifting the rules.
[Glory] Rule: When performing acts of glory, your strength will soar based on the righteousness of your actions, with a chance to create "miracles."
[Justice] Rule: When opposing an evil faction, you can weaken their damage against you according to your mastery of the rule, and greatly enhance your damage against them.
[Judgnt] Rule: Upon determining that the opponent has violated your rules, you can reduce their essence of life by a certain proportion, currently set at 8%.
[Material Destruction] Rule: Your every attack has a 10% chance to directly destroy the object it touches, including but not limited to divine artifacts.
Taking a closer look at these rules, one finds that detailed rules are more effective in elevating the power ceiling.
For example, [Glory] is clearly a third-tier rule derived from the broad concept of "Nobility."
However, after branching into three tiers, the user doesn't need to be a noble to exert combat power, and the "righteousness of actions" becos the "essence" after the third expansion.
Because determining the righteousness of behavior depends on the rule controller themselves.
In those early dragon protégés novels, many protagonist actions were outright double standards, selfish and shaless, but as it was from his main perspective, many could consider them "right."
The Glory rule is similar when the yardstick of "rightness" is held by oneself; whether one can maximize self-enhancent depends on oneself.

Along with the "self-regulation" type rule, the part about "violating your rules" seems too obvious, almost blatantly suggesting he ets any opponent by establishing opposing rules.
Directly cutting off 8% of the opponent is undoubtedly heaven-defying.
Bear in mind the Judgnt rule just started and hasn't yet been deeply understood.
As one masters the rule, the direct removal percentage will increase.
In a ga, this is akin to an "execution" skill.
Once an opponent's health bar drops to that percentage, it can ignore their protective asures and execute directly.
