All along, it had been the new "Illya" who dominated the personality, but after an incident, the originally sealed personality was separated from Illya’s body in a form similar to a Servant, becoming "Little Hei."
Of course, if we’re speaking chronologically, "Little Hei" was born first, making her definitely the older sister.
