So people could be killed, but the heir or close to an heir of the throne cannot be taken lightly as karmic luck could gather on them if they had the fate to rule, just like he speculated Myria had fate with Fallen Heaven.
That's why Aric Stormsong, who was probably only second in line to the throne, couldn't be killed because he may rule the Thundering Serenity Upper Realm or might even be a big character in that realm who props it up and defends.
