She was a newcor. So why was she chosen as one of the three Heads of the External Affairs Departnt?
She didn't believe she had acquired such trust from the Harem yet, so she couldn't understand heads or tails.
But like before, Mingzhi continued without any explanation.
"There is also the Construction Departnt and the Alchemy Departnt. The forr will be headed by Bylai Zlatan, Sophie Alstreim, and Zestria Domitian, while the latter will be dominated by Myria, Tina Roxley, and Dalila Leehan."
"Lastly, the Battle Departnt. In other words, the Reaper Soul Legion will be solely headed by Yotan at the mont."
Yotan nodded at Mingzhi's words. She was fine if there were other commanders as well as she could not oversee the entirety if the Reaper Soul Legion ever grew. Then again, they were making great strides with their cultivation, so she was becoming more and more confident.
"Each of you who were selected has the responsibility to oversee many matters, and the information of the various departnts and their responsibilities are already ntioned in the jade slip, which you can read now or later."
Mingzhi smiled, pointing downwards, "However, this is not the end. There's the Unity Forum."
"The Unity Forum… not the Harem Council anymore…?" Natalya inclined her head, looking like she was going to have a problem with the na if it changed.
"No, don't be mistaken." Mingzhi shook her head, "The Unity Forum is different. This body allows every harem mber to attend but only a certain group of people get to use this round table in making decisions. Here, those who don't have official positions in any of the Departnts will obtain one vote. Naly, Fiora and the others who didn't get any position as head of a departnt will get there seats in the Unity Forum to make sure there voices are heard."
"Ohh~" Many echoed voices of understanding, but Mingzhi continued.
"The number of votes they own can be increased through unspecified achievents which need to be acknowledged by the head of the family, Patriarch Davis Loret."
"If ninety percent of the votes are pooled up, they could even overturn a decision made by any of the departnts except the Administration Departnt and the Alchemy Departnt."
"So…" Evelynn opened her mouth, "… by virtue of contributions, the ones without official positions could even stop the Law Enforcent Departnt from taking action or even force the Treasury Departnt to increase funding for their agenda."
"Exactly." Mingzhi nodded as people were starting to understand, "This is to restrict collusion and monopoly of resources. There are also other departnts restricting the actions of other departnts so as to avoid herd behavior or heaven forbid corruption through espionage or even betrayal."
'I don't think the heavens would forbid that for us, though…'
Davis inwardly lampooned.
However, he didn't know what she ant by espionage as he wouldn't fall for such paltry tricks with Heart Intent, nor would Mingzhi. Besides, Natalya had beco strangely sharp when it ca to detecting ill intent due to her cultivation manual, and her strange gaze and smile made the other party unnerved. However, there was always kidnapping and blackmailing, so he understood that the departnts could be in jeopardy sotis.
"Even the three heads in a Departnt are supposed to keep each other in check from making a mistake. Hence, three heads and not a head and two vice heads."
Mingzhi reiterated before smiling brightly, "And finally, the Harem Council."
Responding to her enthusiasm, the others also smiled brightly.
They had been waiting for this— to know the power it held over the family and, finally, even Davis.
Mingzhi panned her gaze. "Every one of us sworn sisters, his wives, has a seat in the Harem Council. We all only get one vote, but if we could pool together ninety percent of the votes, we could even overturn the decisions of the Administration Departnt and the Alchemy Departnt. If we could gather ninety-nine percent of the votes, then we would even have a high chance to overturn the Patriarch's decision!"
She turned to look at Davis and grinned wickedly. The others also turned to look at him as though they were a bunch of wolves eying their prey.
"…"
Davis had no words to say.
Before the eting began, Mingzhi discussed this with him, and he acquiesced. However, he didn't promise her that he could follow through even if there was ninety-nine percent of the votes.
"Of course, we're imposing these laws through borrowing his supre might and influence, so he could decide not to listen to the Harem Council, but if we do gather ninety-nine percent of the votes, which ans only one mber is against our wishes, then that should significantly convey to him how serious we are…!"
Mingzhi explained and clenched her fists, her cheeks appearing flushed.
Evelynn and the others also shared the sa sentints. If ninety-nine percent of the votes were gathered, then they would really need him to listen to them no matter what.
It was the collective will of their Harem!
"That concludes the top positions overseeing all the matters in our family."
Mingzhi heaved a sigh of relief. Even her unstable soul right now was happy as she finally got to say everything she had been working on for the past few months.
"Then as commoration of the introduction of the legal system, we'll take the very first vote as the Unity Forum."
"On what exactly?" Isabella asked.
"Whether the legal system I created is worthy or not of being implented for the foreseeable future until andnts are made."
"So," Shirley probed, "… since it is the Unity Forum who are voting here, the ones who are heads of all the departnts don't get to vote here including ."
"Precisely… this would make it fair and be known if anyone wants to object. Every harem mber's opinion is considered in the Unity Forum, but only the ones without official positions get to vote."
Mingzhi's eyes narrowed as she swept a look at every one. "And as I said before, use your own thoughts no matter the decision. We're here to make consensus, not force our opinions down the minority's throats."
"Understood~"
Shirley and a few others echoed.
Mingzhi's expression cald, "Before we begin voting, if anyone has any objections regarding the entirety of the legal system I introduced, then this is the ti to speak."
"Then I have a problem with it."
Soone raised their hand, making everyone's brows raise.
