"Spencer, we need to increase our military budget." Aditya did not want to take any chances. His Empire and his allies must be prepared to face what is about to co. He had a feeling that this won't end peacefully.

Not to ntion, he had not forgotten the prophecy that the Origin dragon made. To face the threats that were about to co, he quickly needed to bring all the Dragons and Dragon clans around the globe under him. Also, prepare for the inevitable war.

"I was about to suggest that." After knowing everything, Spencer no longer felt that the current strength of the empire was even 10% enough to face those old monsters from the Organisation. Leo had lived for over a million years. Who knows what sort of treasures and weapons he has collected over a million years?

At the very least, the empire should have the strength to defend itself. Their only advantage was that upon coming to the Six Continents, High Order cultivators got their cultivation restricted to just Peak 5th-order.

"How much should we increase our budget?" Spencer asked as he looked at the report in his hands. Initially, he had planned to suggest increasing it by around fifty per cent.

The military budget of the Istarin Empire was not as high as most people would expect. Unlike other empires, they did not need to spend large amounts on buying pills and potions from external sources. The Empire had its own production units, and in many cases, they even produced excess and sold it to allies and other empires.

But now, things were different.

"Focus on recruiting more soldiers across all three continents," Aditya continued. "Our current numbers are not enough anymore."

Spencer nodded and began noting everything down.

"But recruitnt alone is not enough," Aditya added. "New soldiers without proper cultivation resources are useless on the battlefield."

Every soldier needed pills, potions, and training resources to improve their cultivation. Without that, they would remain weak, no matter how large the army beca.

"Increase the production of cultivation pills and potions," Aditya said. "Allocate more funds to the alchemy units. If needed, we will also purchase from outside rchants."

Spencer wrote everything down carefully.

"We also need weapons," Aditya continued. "Mass production must be increased."

The blacksmith units of the Istarin Empire were strong, but their output was still limited compared to the scale of the Istarin military.

"Focus on producing more standard weapons and armour for the troops. At the sa ti, increase the production of advanced weapons like the Solar Beam. Those weapons can change the outco of large-scale battles." Each Solar Beam can take down a 5-star cultivator.

Spencer adjusted his posture and nodded again.

"If our production cannot et the demand, then buy from external rchants," Aditya added. "But make sure we are not overpaying them."

The Empire had the wealth, but that did not an it would waste it.

"We also need more flying ships," Aditya said. "Transport and aerial advantage are becoming more important. Increase the number of flying ships in all major regions."

Spencer noted that down as well.

"And tighten the security of every major city," Aditya continued. "Our Empire spans over three continents now. Each major city must be able to defend itself properly. Increase defensive formations, strengthen city guards, and improve surveillance."

"Yes, Your Majesty," Spencer replied.

Aditya then paused for a mont before continuing.

"The Imperial Army directly under my command will not be able to spend all of this budget efficiently!" Spencer looked up and nodded. If too many Imperial troops were recruited, that would also be troubleso.

Too Many new facilities have to be built. Everything will be too congested. It was better to spread the budget.

"So we will distribute a portion of the budget to the nobles," Aditya continued. "Each noble is already required to maintain a certain number of troops based on their rank and territory size.

With additional funding, those nobles could recruit more soldiers and strengthen their private forces, which ultimately strengthened the Empire as a whole.

"But make one thing very clear," Aditya's tone beca slightly serious. "Not a single gold coin should be misused."

"We will set up strict auditing systems," Aditya said. "Track every expense. Every purchase. Every recruitnt."

"If any noble or official is found misusing funds, deal with them imdiately." There was no room for corruption in this Empire.

"Just because we are increasing the military budget does not an we will beco careless," Aditya added. "Every gold coin must be spent where it is needed."

Spencer closed the report and nodded firmly.

"Understood, Your Majesty."

"I will use my connection to help negotiate better deals." Instead of the Istarin Empire buying weapons, Alicia was gonna do it. She was best at negotiating. If she took charge, then the Istarin Empire would even save money on great deals.

"Then I will let you handle this matter." Given how close they were, saying Thank you to her would be disrespectful.

In fact, with the handling of this matter, he felt more relieved. Spencer also felt relieved that this would an less work on his shoulders. Because at the end, Spencer would need to do the negotiations, but with Alicia, he no longer needs to do anything.
