Without a doubt, the culprit had to be the guy who appeared beside Sona and Rias. Otherwise, it would be too much of a coincidence!

Moreover, the power used to break the seal was the power of light.

"Using reverse engineering and combined with years of research in heaven, it's likely that within a few days they'll have a technology similar to the evil pieces."
