The council will elect a governor for the Free Territory, who will govern the entire Fengyue Free Territory and be subject to the supervision of the Life Church.
Each governor serves a term of 10 years, after which a new election is required.
All those eligible to beco governors must et the following conditions:
1. Be a devout Life believer, uphold the faith in the Goddess, be firm in the belief of the Goddess, and insist on following Fengyue Territory’s unique path of equal developnt and common progress.
2. Except for the first governor of the Free Territory, must have rich governance experience at the local town level and have worked deeply at the grassroots level.
3. During the governor’s election process, defeat other competitors and earn the majority vote of the council mbers.
This reform, commissioned by Sofia to the elves, was directly printed into brochures and scattered from the sky over major towns, called the Fengyue Reform by people.
