The inspection system was first initiated by Yang Zhun, applied first in Beishuo and, seeing its success, was adopted by the other Eight Towns.
Regardless of their strength, in terms of jurisdictional area alone, Great Xia is much larger than any of the Nine Towns, indicating it would be more suited to adopt the inspection system.
Yet Xia Hong asserted its inapplicability for three reasons:
Firstly, with the system’s existence, Great Xia has a far superior resource utilization efficiency pared to the Nine Towns. Relinquishing resources to other camps would yield lesser benefits pared to Great Xia directly handling them internally;
Secondly, unlike the need for mutual vigilance among the Nine Towns, Great Xia’s current map concerns no such safety threat. Therefore, it doesn’t face an issue of too scattered power due to the vast territory, as evidenced by Xia Chuan deliberately slowing down military expansion previously;
Thirdly, the primary reason the Nine Towns adopted the inspection system was to alleviate the resource pressure on the Town, whereas Great Xia, possessing Long Mountain, Arrow Bamboo Forest, and Redwood Ridge, isn’t presently experiencing substantial resource pressure. This remains true even though Great Xia has set very low prices for cultivation resources like Beast Meat and Beast Blood; tightening the supply just a bit would be sufficient for over eight hundred thousand people with ease.
Presently inapplicable doesn’t mean never applicable in the future.
