Though they had toppled several colonial governors and organized locals to resist foreign colonizers,

they fought many battles, but often with more losses than victories. After all, stirred-up civilians could not compete against professional soldiers.

Moreover, it wasn’t just the colonizers; internal strife and power struggles among the local natives, who hadn’t even driven the colonizers out yet, often caused failures even when there was a chance to overthrow the colonial governors, leaving Ezio disheartened.

If they could build a town according to their own ideas, even if it was small, at least the Assassin Brotherhood could explore if their proposed systems were practical.
