In Victory Empire’s military organization, army groups usually have full complents of officer corps and logistics teams; combat units above the regint level retain only the organization and officers, recruiting soldiers into units only during warti.

Moreover, normal combat units at the regint level are staffed with only a third of the personnel to maintain experienced veteran ratios, not filling the organization completely.
