Though it may seem whimsical, for Balas and the Engineer representatives, they dare not dismiss it as whimsical, nor do they even have the privilege to consider it a joke.

Because even if it is indeed a joke or an outlandish fantasy, when this draft proposal appears before them, they must treat it seriously and earnestly.

Otherwise, just yesterday, Colin had been turned to ashes in front of them.

Yet Perfikot rely shrugged her hands, with an attitude of enjoying the spectacle and laughed, "Why stop arguing? Continue!"

When Perfikot said this, Balas could not help but understand her aning, thus he resigned himself and said helplessly, "It seems Lord, you foresaw this. Then, with nine seats, each side has four seats, and one is reserved for your representative. I have no objections."

The Engineer representative rely laughed and then said, "I have no objections either."

From the beginning of seeing the number of representatives marked on Perfikot’s proposal, he already understood Perfikot’s intention, and naturally knew Perfikot would not allow one side to have an overwhelming advantage in representative numbers in the union association.

With nine representatives, four seats on each side allow voice and proposal submission, but whether they can be passed or executed depends entirely on how Perfikot’s vote is cast.

This is precisely how Perfikot controls the union association.

The Engineer representative did not feel this was anything special, after all, such a level of political maneuver is only the simplest and most straightforward thod, Perfikot didn’t intend to negotiate anything with them.

The opinions she needed to seek were not on these aspects.

As the Lord of the Northern Territory, she could not allow one side’s power to have an overwhelming advantage, as it would affect her rule.

Therefore, from the start, the Engineer representative did not intend to use such ans to strive for the interests of the Engineer group; he was more focused on the details within the draft, specifically the clauses on how to manage workers and Engineers.

"Count, may I ask if the prohibition on private gatherings of more than five people applies to us Engineers as well?" The Engineer representative looked at Perfikot, questioning her: "Furthermore, how should the scope of a private gathering be defined? If it’s rely a gathering between friends after work, does it count as a private gathering if it exceeds five people?"

"It counts, why wouldn’t it? I prohibit private gatherings, which naturally includes everyone." Perfikot looked leisurely at the Engineer representative, knowing the main issue of the day had begun.

Upon hearing this, the Engineer representative thought for a mont and said, "Then how can it not be considered a private gathering?"

"The union association is for this purpose, gatherings of more than five people need to apply to the union association, get filed, approved, and then proceed." Perfikot tapped the draft in front of her, these contents were already written by her.

But she also knew that the Engineer representative was asking not because he hadn’t seen these clauses, but he wanted to know the standard for union association filing and approval.

However, Perfikot did not answer this question, because such questions cannot be explained clearly.

If explained clearly, it ans setting a standard, others act according to the standard and you cannot deny it.

Yet not explaining clearly ans she retains the explanation rights, whatever she says is legal, is legal; whatever she says is illegal, is illegal.

This is the essence of governance, to hold ultimate explanatory authority.

If rules are clear, it indeed creates a system where rules are followed, but it’s difficult to prohibit once soone understands the rules and finds loopholes unless the rules are changed directly.

Conversely, a relatively vague explanation provides flexibility and space.

This is also the manifestation of power in the hands of those in higher positions.

Though the Engineer representative had so objections, he quickly understood what the matter was about and the deeper aning behind Perfikot’s writing, so he rely nodded reluctantly without saying anything more.

On the side, Balas seed to want to argue further, saying to Perfikot, "But Lord, we workers are many, and gathering after work for drinks in groups is common. Would such behavior be prohibited too?"

"Yes, groups of three or four are fine, but five are not." Perfikot changed her deanor completely, her words reflecting a rule-abiding attitude: "Since it’s written as no private gatherings of more than five people, then five people gathering is not allowed."

Hearing this from Perfikot, Balas couldn’t be satisfied naturally, and he imdiately argued with Perfikot based on reason, saying, "But I think..."

Regarding Balas’s reasoned argunt, Perfikot didn’t lose her temper but listened carefully to his opinion.

This was also why she summoned these two; if there were any discontents they could voice them, they could also discuss with her since it was just a draft proposal which could be modified.
