The developnt of heavy industry is more akin to the foundation and pillars, capable of solidifying the foundation of economic developnt.
It provides the machinery, energy, and so raw materials needed for non-agricultural light industrial production necessary for the developnt of light industry.
It can be said that the developnt of light industry heavily relies on the progress made by heavy industry; without the foundation of heavy industry developnt, the advancent of light industry would be out of the question or restricted by others.
