Everyone found Perfikot's vision unbelievable, making many feel that she might be mad.
After all, it wasn't about making sothing else fly, but a city!

"The Regent indicates there needs to be an adjustnt to the industrial structure of the Northern Territory, enhancing industrial capacity to et the needs of constructing the Floating City," Kallen handed a docunt to Empress Annie and explained: "This is the specific requirent put forth by the Regent, who attached a related industrial restructuring plan with it.
According to the Regent's statent, as long as this plan is followed, the overall industrial capacity of the Northern Territory will increase by 50%, and the output value of the New Continent will at least double based on the existing scale."
"Output and capacity are two different concepts. When Lord Brandelis speaks this way, there must be different planning and arrangents for both, right?" Empress Annie asked Kallen while opening the docunt to read its contents.
Kallen nodded in response to this question and said: "The Northern Territory mainly controls all industrial capacity within the Lord's domain, whether it's various mineral resources or various factories; the Regent is the largest industrialist in the Northern Territory.
Even the big rchants who seemingly control the industries are but vassals or agents of the Lord of the North.
So, when the Regent plans the industrial developnt of the Northern Territory, only the production capacity of coal, steel, and machinery is usually calculated.
But the New Continent has relatively more autonomy.
