The parliantary model inherently has many defects such as looseness and inefficiency, yet it also has the rit of appointing the wise, at least in a large rural association like Mist Valley where political maneuvering is relatively light, selecting mbers primarily chooses the competent, and the wisdom of several mbers present is above average.

Gaven slightly guided them, and they discovered the crux of the issue.

Even if sea routes are controlled by the Santarin Association and Sambia, we can still distribute so via land and won’t be entirely led by them."

"We’ve heard about the establishnt of your Ashaba River Managent Foundation, but this matter is said easily, done hard. Ashaba River’s berserk side, the Duke must have seen firsthand, they’re fundantally not one river."

"The river is forcibly divided into four sections, how to manage it?"

Concerning Gaven’s proposal, the seven mbers of Mist Valley couldn’t hide their excitent, yet when raising points, they presented various managent challenges.

Ashaba River is the Valley’s mother river, the distribution of major subvalleys confirms it; it’s not rely coincidence but inevitable, because during migration to open the Valley, they followed this river. More accurately, it connects eleven subvalleys, including Moon Valley, now part of Sambia.

Their lives are influenced by this river more than usual, and they’ve certainly thought of managing it, considered utilizing it?

But the river’s situation is complex, far beyond ordinary rivers, constrained by various terrains and influenced by climate seasons, significantly increasing managent difficulty.

"What if I build a dam here, raising upstream Ashaba River’s daily water level to that of rainy seasons?" Gaven didn’t mince words, directly producing a Valley map, pinpointing his territory at the outflow of Yewen Pond, posing a hypothesis.
