“General Guo, what do you think we should do next?” Gaven’s question clearly carried a testing tone.

Due to the diverse governance of his own territory, Gaven was adept at managing subordinates of alien races.

Soaring Dragon People were different from the existing Humans of Felen. Was the difference greater than with those fae races naturally closed and conservative? Or those stubborn dwarves? Or the Hobgoblins born as a monster race?

When attempting to change a race’s inherent traits and customs, it equates to standing against that race, leading to diminished results.

However, if one actively harnesses their strengths and positions them aptly, the results can be exponentially beneficial.

Gaven intended to adopt this thod with the Soaring Dragon People.

To appropriately delegate power back to those existing ruling class of Soaring Dragon People, allowing them self-governance, and establishing a relatively traditional Soaring Dragon People territory by fully exploiting their strengths.

As for the strengths of the Soaring Dragon People,

undoubtedly, it was their farming attributes.

Thousands of years of agrarian civilization had ingrained a deep-seated attachnt to the land within them.

As long as they were given a territory, they could bloom with the dazzling sparks of their civilization.

And this was the best thod to tether these rootless wanderers.

These Soaring Dragon People might be grateful, but their loyalty was certainly negotiable, being entirely a matter of necessity.

If given a chance to return to the Soaring Dragon Empire, even if tens of thousands of kiloters away, with innurable hindrances, most of them would strive to return at all costs.
