Transforming into Goblin Class or Wolf Class creatures was an innate ability of the Dog Demon.
On the Material Plane, he often transford into a Giant Wolf since being a Devil was not welcod.
Only in the Bottomless Abyss did he shed such concerns.
A Devil appearing in the Bottomless Abyss, or a Demon venturing into The Nine Hells, was not surprising.
Only Demon Lords or Archdukes of Devil, deeply bound to Plane Laws, would cause a stir when appearing on opposite territories.
