If their goal in monitoring the Five Great Nations’ Ninja Villages is to collect the Tailed Beasts and revive the Divine Tree Ten-tailed, then they would have an excuse for monitoring the Five Great Nations.
But this mystery faction must be short of combat power; otherwise, they would not be monitoring but directly plundering the Tailed Beasts from the major Ninja Villages.
Therefore, the overall combat strength of this mystery faction cannot compete head-on with the Ninja Villages of the Five Great Nations.
