Zhao Feiyang, worried about keeping the guest waiting, didn't say much and quickly entered the elevator.

At that mont, Gao Xinhua saw Pei Lin walking over from the restroom. He found it strange; why so many familiar faces tonight? Were Pei Lin and Zhao Feiyang together? He had already guessed the answer the mont he saw them.

Pei Lin was slightly surprised upon seeing Gao Xinhua but imdiately approached him with a smile. "Dean Gao, what a coincidence."

Gao Xinhua nodded, filled with caution toward this woman.

"I'm hosting a few clients; I usually arrange things here. Which room is Dean Gao in?" Pei Lin's intent was to help arrange things for him.

Gao Xinhua replied with a smile, "A friend is treating ; you don't know them."

Pei Lin laughed, "Then let's arrange another ti. I have to go now." She entered the elevator.

After finishing half a cigarette, Gao Xinhua turned to leave, pondering the coincidence.

On his way, he ran into Manager Cai of the hotel, who recognized him and politely offered him a cigarette. Gao Xinhua deliberately asked, "Has the bill for room 666 been settled?"

Manager Cai glanced around and whispered, "It was arranged by President Tian."

Gao Xinhua asked, "President Tian from Celestial Sea Construction?"

Hearing the question, Manager Cai imdiately beca cautious.

Gao Xinhua smiled and said, "I was planning to pay the bill, but he beat to it."

Manager Cai laughed. "Dean Gao is a considerate person." To him, it seed natural for Gao Xinhua to offer to pay since Zhao Feiyang was his superior. People at their level typically don't pay out of pocket. To Manager Cai, all custors are gods; it doesn't matter who eventually pays the bill.

For example, the al in room 888 where Gao Xinhua was seated wasn't paid for by him either; it was pre-arranged by Ding Si from Dingli Construction.

Manager Cai suddenly realized that room 666 and 888 were both paid for by different companies: Celestial Sea Construction and Dingli Construction. One hosted the head and the other the deputy dean in charge of infrastructure, all part of the Changxing system, likely for the sa purpose.

The construction industry is more competitive than their dining industry; if you hope for soone to show you favor, you must learn to endure.

Manager Cai hopes for more of such patrons, as more invitations and gifts an better business for him.

The Celestial Sea Construction company showed sincerity with its later redial actions, compensating the deceased's family in private, turning an unlicensed work death into an accidental electrocution, and promptly issuing overdue wages to migrant workers.

The family's demands were t, so they didn't make any more noise. The migrant workers were relying on Celestial Sea Construction for their livelihood, and now that they got paid, there was no anger left. In this world, most problems can be solved with money.

Rumors unfavorable to Changxing were effectively controlled. Zhao Feiyang, the director of Changxing Hospital, accepted an interview with the TV station and clarified the situation.

A series of crisis managent asures were quite successful, minimizing adverse impacts on the hospital.

Watching the outpatient hall return to order, Zhao Feiyang felt a sigh of relief from his heart.

Celestial Sea Construction had temporarily halted work for self-inspection to comprehensively address deficiencies, resuming only when standards are t. Not expelling Celestial Sea Construction from Changxing was Zhao Feiyang showing rcy.

Gao Xinhua accompanied Zhao Feiyang from the construction site to the outpatient hall, with the renovations originally planned for completion by year-end.

Zhao Feiyang planned to build a new hall using steel structures based on the original foundation. The design was approved, initially intended to be contracted to Celestial Sea Construction, but the accident forced Zhao Feiyang to reconsider.

Gao Xinhua recomnded Dingli Construction to Zhao Feiyang. In the past, he wouldn't have intervened in selecting a construction company, but the accident changed his mind; action was necessary. He couldn't blindly follow Zhao Feiyang's directives. He was also prepared for the worst, possibly incurring Zhao Feiyang's displeasure; losing responsibility for infrastructure wouldn't be unwelco to him.

Surprisingly, Zhao Feiyang agreed with Gao Xinhua's suggestion. The renovation project included the outpatient hall, infusion room, and ergency departnt, followed by the radiology building and administrative offices. Though these seed trivial, the overall project size was comparable to ward building renovations.

Zhao Feiyang also agreed with the idea that eggs shouldn't be in one basket, introducing another construction company to ensure mutual oversight and form a competitive chanism, ultimately benefiting Changxing.

Gao Xinhua felt Zhao Feiyang might have learned a lesson from this event, partially compensating him. Otherwise, he wouldn't have followed his advice.

Zhao Feiyang urged Gao Xinhua to expedite the project's initiation to improve Changxing's outdated state quickly.

Both chose to avoid last night's dinner incident, as if they never t, maintaining their tacit understanding. Yet an invisible rift appeared between them; in public and private, Zhao Feiyang rarely addressed him as Brother Xinhua anymore.

Returning to his office to study the plans, Secretary Chen Xing'an ca over, visiting him more frequently recently.

Gao Xinhua noticed that Chen Xing'an, usually inconspicuous at Changxing, seed restless lately, likely wanting to accomplish sothing before retirent. From another perspective, Zhao Feiyang's actions since arriving at Changxing had affected many people's interests.

The topic started with the electrocution death of the migrant worker, as Chen Xing'an circled back to asset evaluation.

"Comrade Xinhua, do you know our internal evaluation results?"

Gao Xinhua shook his head. Internal asset evaluation was managed by Geng Wenxiu, considered by him to be a futile effort; no matter the evaluation result, others wouldn't recognize it.

Chen Xing'an said, "Fixed assets of 250 million, liabilities of 470 million; Changxing is insolvent!" He shook his head while speaking.

Gao Xinhua anticipated this outco; Changxing's operations had been poor for years, continually running on debt.

"If we proceed with corporatization, Changxing would owe money. What a joke! Which side is Geng Wenxiu on?" Even the usually good-tempered Chen Xing'an couldn't help but curse.

Gao Xinhua replied, "Corporatization is only a concept for now. Whether it will be implented or include our Changxing headquarters remains unknown."

Chen Xing'an said, "If we're not included, why conduct asset evaluation? I truly don't understand how Geng Wenxiu is doing this evaluation. Fixed assets? A hospital's primary assets are never fixed assets. Ward buildings, dical equipnt, these are not valuable. Our dical staff are our most valuable assets. What's the cost of an excellent expert? And a mature dical team?"

Gao Xinhua agreed with Chen Xing'an's view, though he's not a dical professional; he also believed that dical staff are a hospital's core assets. If assessing assets, a comprehensive evaluation is necessary, not just evaluating lifeless bricks and equipnt.

Chen Xing'an said, "Xinhua, you're also an old mber of Changxing. If problems arise, what will happen to Changxing's staff? Have you thought about it?"

Gao Xinhua laughed, "Secretary Chen, what could go wrong? Becoming a public hospital reform pilot is decided by the city. Changxing lags behind other major hospitals, and developnt requires reform. I believe Dean Zhao is more worried about Changxing's future than we are."

Chen Xing'an said, "I've heard that Huayuan Group wants not just the new hospital site but also our hospital headquarters."

Gao Xinhua had the sa premonition. If they know the core assets are dical personnel, Huayuan Group surely knows as well. Building a new hospital is easy; buying equipnt is simple, but finding people to work there is challenging. Sure, hiring experts for a premium is an option, but forming a mature dical team requires great effort; everyone knows the stakes.

Though Zhao Feiyang never ntioned related matters, he must have considered them. If the collaboration succeeds, two hospitals belonging to one dical group would facilitate talent mobility.

Gao Xinhua said, "Nothing is settled yet, and Dean Zhao can't guarantee success, so the hospital's renovations are being accelerated."

Chen Xing'an said, "The funds are dwindling, and less asset will be available for evaluation."

Gao Xinhua felt a chill as Chen Xing'an beca increasingly candid with him. If Chen Xing'an thought he was allied with Zhao Feiyang, disclosing this was intended to reach Zhao Feiyang's ears; it also seed like he was trying to enlist him.

Chen Xing'an said, "Most hospital employees don't want change, Xinhua. I don't know your thoughts, but I don't want any public-private partnerships or corporatization. Changxing hasn't been very profitable but isn't starving either. Old Gu is also reforming but not going to such extents. Why grand gestures? If private investnt cos in, I must ask, why would they invest if not for profit?"

"We seek investnt to earn more."

"If we can earn by ourselves, why share it with them?"

Gao Xinhua couldn't answer because he didn't know Zhao Feiyang's ultimate goal. Even if all Zhao Feiyang's visions were realized, would employee benefits significantly improve or leap forward? He still had no answer.

From Chen Xing'an, he sensed underlying strength.

This strength perceived an impending storm, causing unease and fear, prompting preparation for possible outcos. This strength should not be underestimated; mishandling by Zhao Feiyang could lead to a significant downfall.
