After reading the letter, Luke neither smiled nor frowned. He folded it neatly and put it away.

Walder Frey refused to accept King Luke's "proposal." He wanted to live and die with House Frey and the Twins…

Since my coronation in Draco, I have not forgotten the affairs of the realm for even a single day. I have seen the Riverlands ravaged by continuous war, its people displaced and suffering; the snows of the North stained with the blood of orphaned children and its castles in ruins; the lion of the Westerlands running rampant without restraint, only to be executed by divine punishnt. The Iron Throne has long stood empty, the Seven Kingdoms divided, wolves circling, and the Long Night approaching with the Others peering southward. This is truly an unprecedented crisis in Westeros.

By the Mandate of Heaven, I dare not rest. I now proclaim by royal decree: All within the Seven Kingdoms — whether dukes, counts, viscounts, or barons — who have ever sworn swords to the Iron Throne must, before the last day of this year, on the eve of the first month of the second year of the Luke Calendar, personally co to Draco, kneel before my throne, and renew their oath of fealty.

At that ti, I shall personally lead my officials and set up an altar in Draco's Grand Plaza to accept your submission. All who co to pay homage shall be received with courtesy. I shall allow them to retain their family castles, titles, and honors, and share in the benefits of the New Policy.
