It’s supposed to be a public group, but it’s actually a group Wang Yong and his friends set up privately, just with everyone in it.
Also, Zhao Donglai has the habit of informing about any official matters over the phone.
So this group usually just exists for everyone to chat and share daily. Luo Fei finds it noisy, so he usually has notifications muted.
