Her tone remained steady.
"Because they lack financial support, they cannot afford higher education or advanced training."
Hunter listened carefully.
Lana continued. "As a result, most of them join rcenary groups."
Her eyes darkened slightly.
"Those rcenary groups underpay them severely. Because of that, many talented people remain stuck at low ranks for their entire lives."
Hunter frowned.
Lana continued calmly.
"If you gather these superhumans and offer them stable employnt in Hedge City, they will good assets. In fact, they will beco extrely loyal workers."
She smiled faintly.
"A high-paying job alone would already be a huge reward for them."
Hunter and Magnus both looked stunned.
Hunter hesitated before speaking. "I don’t think that is possible."
He shook his head slightly. "How could rcenary groups underpay superhumans?"
His voice carried genuine confusion.
"We maintain contact with several rcenary organizations. And I can say with confidence that they treat their mbers fairly. Otherwise, how could those superhumans risk their lives protecting clients?"
Hearing this, Lana almost laughed. ’They are too naive...’

After thinking for a mont, Hunter finally nodded. "I will try it."

Then she rembered the guards she had encountered earlier.

She looked at Hunter. "Are those guards receiving their salaries?"
The mont she asked this question, Hunter and Magnus froze.
Magnus coughed awkwardly.
"Due to the lack of funds... their salaries have been temporarily delayed."
Hunter nodded. "But now that the funds have arrived, we will repay everything soon."

"This should be enough to cover the guards’ salaries for the next year."
Hunter stared at her for a mont before nodding slowly.
"Yes... that would be more than enough."
Lana continued, "You don’t need to use the investnt funds for salaries."
She folded her hands calmly.
"If the city requires operational expenses, just inform ."
Her voice remained steady. "You can focus entirely on building the city."
She looked out the window briefly where the unfinished streets stretched into the distance.
"When Hedge City finally rises..."
She smiled faintly.
"You can repay however you like."
After completing her eting with Hunter and Magnus, Lana finally felt reassured.
There would be no major problems for now.
With the discussion concluded, she decided not to leave imdiately.
Since she had invested such an enormous amount of money into Hedge City, it only felt reasonable that she should personally examine the land one last ti.
’If I am investing this much... I should at least know where the future gold mines are.’
For the next hour, Lana rode through the city in her vehicle, accompanied by the Exoray, the Celestial Master, and several guards.

It would be nearly impossible for her to lose money here.
If her calculations were correct, the four hundred million dollars she had invested earlier would eventually grow into at least forty billion dollars in value.

Her eyes darkened slightly.
’If I have the chance to beco a trillionaire... why would I be satisfied with becoming a re billionaire?’
The ambition burning inside her heart was quiet but terrifying.
However, the Exoray, the Celestial Master, and the guards accompanying her had absolutely no idea what she was thinking.
From their perspective, Lana simply looked like a naive and adorable young girl wandering curiously around a half-built city.
As they continued moving through the streets, Lana suddenly saw a familiar figure standing near one of the construction zones.
Her eyes narrowed slightly. Garrison.
The mont Garrison noticed Lana, his expression darkened imdiately.
His voice dropped into a deep, furious tone.
"What are you doing here?"
Lana frowned slightly. She slowly looked around, scanning the surrounding land and empty streets before looking back at him.
"What are you doing?" He growled.
Lana spoke calmly. "I was looking for sothing."
Garrison frowned. "What?"
Lana casually replied, "I was trying to find your na."
Garrison stared at her in confusion. "What nonsense are you talking about?"
Lana chuckled lightly.
"If this road, the sky above us, and the entire land around here don’t have the na ’Garrison’ written anywhere..."
Her eyes turned slightly teasing.
"...then how exactly do you have the authority to stop from coming here?"
