According to regular promotion procedures, Bai Pu should first be promoted to a Central Councillor, then obtain the qualification for "Candidacy for Standing Committee mber," followed by waiting for ti and opportunities, to fill a vacancy for a Standing mber position.
This process could take years, or even decades.
Many Central Councillors never completed this route even in a lifeti.
Moreover, even after filling a Standing mber vacancy, one can only sit at the end of the table, ranked under the more senior Standing mbers.
