He prepared the docunt over two days.

Not because it was complicated — the structure was the sa he had used with Hector and then with the regional eting. Climate first. Then the three independent regional responses. Then the reports from the harbor network. Then the Carian relocation knowledge. Then the coastal villages question, frad as a supply network consolidation item, with the Carian thodology attached.

The preparation took two days because he wrote it three tis.

The first version was the version that ca naturally — precise, dense, built for soone who thought the way he did. He read it back and understood that it was built for soone who had already been thinking about these things for months. Priam had not.

He wrote it again.

The climate data as explanation. The regional responses as confirmation. The harbor reports as evidence. The Carian thodology as preparation.

He gave the third version to Hector the evening before the briefing.

Hector read it without speaking.

He said: *"This is the right version."*

*"Yes."*

*"How did you know."*

*"I wrote it wrong twice first."*

Hector looked at him briefly.

He set the docunt down.

*"Tomorrow. The third hour."*

Priam’s formal briefing room was smaller than Lysander had expected the first ti he had been in it — a working room, not a ceremonial one, with a wide table and good morning light from the eastern window. The king used it for decisions, not for display. The distinction was visible in everything: the tablets stacked to one side, the absence of ornant, the chair positioned for reading rather than reception.

Four of them. Priam at the head. Hector to his right. Ampelos and Lysander across the table.

Priam had the docunt in front of him. He had received it that morning — Hector had sent it ahead — and he had been reading it before they arrived. There were marks on two of the tablets where he had pressed his stylus. He had been taking notes.

He said: *"Begin."*

Lysander spoke for twenty minutes.

He followed the docunt exactly. He did not add or subtract. He had learned from the Hector briefing that the structure was doing the work — his role was to deliver it clearly, not to perform it.

Priam listened the way Lysander had learned serious readers listened: with the specific stillness of soone building a picture internally, pausing occasionally when sothing required integration before the next thing could be added.

He asked five questions.

The first: *"The Carian king. How long has he known."*

*"He has been watching the eastern coastal reports for two years. He began relocating settlents six months ago."*

*"He said nothing to us."*

*"He did not know we were watching the sa thing. When Lysander’s comrcial letter arrived, his administrator took it to the king within four days."* This from Ampelos, who had said nothing until now. *"The letter confird what the king had been thinking in isolation. That is why the response ca so quickly."*

Priam was quiet.

The second: *"The Lycian fishing. Six years."*

*"Yes."*

*"And our eastern harvests. How long."*

*"Arsini identified the pattern clearly one year ago. The data goes back three years before that."*

*"Four years."*

*"Yes."*

*"I was not told."*

Lysander said: *"The pattern was not clear enough to bring until it was. Arsini’s analysis made it legible. Before that it read as variation, not direction."*

Priam looked at him.

He said nothing further on that point. He moved to the third question.

*"The settlent that was destroyed. Six weeks ago. The harbor reports — three sailors, independent sources."*

*"Yes."*

*"And the voluntary departures. The communities that left before the boats arrived."*

*"Yes. The Lycian harbor master’s log recorded it directly. Advance warning received."*

*"They warned each other."*

*"The information moves through the affected populations faster than it moves through our trade networks. By the ti it reaches our harbor contacts it is already weeks old."*

Priam sat with that.

The fourth: *"The four operational commitnts with Lycia and Caria. These are already in effect."*

*"Yes. They were within the authority of the parties present at the eting to implent."*

*"Without my approval."*

*"The comrcial framing was accurate — the route coordination is a genuine supply matter within my role. The additional commitnts were operational extensions of existing relationships."*

Priam looked at Hector.

Hector said: *"The commitnts are sound. I would have recomnded them."*

Priam returned to the docunt.

The fifth question ca after a long silence.

*"The coastal villages. The Carian thodology — administrative framing, communities moved intact, no ergency announcent."*

*"Yes."*

*"You are recomnding this."*

*"I am presenting it as a decision that should be made before it is needed rather than after. The decision is yours."*

Priam looked at the docunt.

He said: *"If I begin moving coastal communities inland under administrative framing and the movent does not arrive — what is the cost."*

*"A supply network reorganization that improves inland distribution. The communities are closer to the eastern road network. The cost is the disruption of relocation and the political managent of it."*

*"And if I do not begin and the movent arrives."*

Lysander said: *"Communities without walls, without warning, with no ti to move intact."*

The room was quiet.

He said: *"Four decisions."*

He said them in the flat register he used when he was not deliberating but recording.

*"First: the coastal watch extension is authorized. Hector implents it this week. Range to five hours’ ride, north and east. Resources from the garrison reserve."*

*"Yes,"* Hector said.

*"Second: Arsini’s supply security review is formally authorized and funded from the palace supply budget. Complete picture within three weeks, as Hector requested. All departnts cooperate."*

*"Yes,"* Lysander said.

*"Third: the coastal villages. I authorize a preliminary assessnt only. Which villages. What they have. What an organized relocation would require. No movent yet. No announcent. Assessnt complete within two weeks, brought back to this room."*

*"Yes."*

*"Fourth: the regional commitnts with Lycia and Caria are ratified at the royal level. Ampelos drafts the formal confirmation. The comrcial framing remains — I will not make this a political announcent before I understand the full picture."*

Ampelos said: *"The draft will be ready within three days."*

*"Good."*

Priam picked up the docunt.

He said: *"The thing Cassandra cannot see. You included it."*

*"Yes. As context for the timing uncertainty."*

*"She knows the shape but not when."*

*"She knows it is already in motion. She cannot tell us when it reaches us in force."*

Priam looked at the docunt for a mont.

He said: *"Then we work as though it could be soon."*

*"And plan as if we have ti,"* Hector said.

Priam looked at his son.

*"Yes,"* he said. *"That."*

He set the docunt aside — the specific gesture of a man who had finished a decision and was moving to the next thing.

*"Co back to when the assessnt is complete."*

They stood.

Lysander walked out of the briefing room into the corridor and thought about what had just happened.

Priam had read the docunt before the eting. Had marked it. Had prepared five questions. Had made four decisions without hesitation once the picture was complete.

He had not been told for four years and he had not made that the subject of the eting.

He had made the decisions the subject of the eting.

*He is a better king than I gave him credit for,* Lysander thought. *Or he is a king who knows that bla is a thing you do after the crisis, not during it.*

He picked up his shard.

Eight hundred and seventy-eight words.

Paris ca back on a Tuesday.

Not the way Lysander had expected him to co back — not announced, not with the quality of a prince returning from a significant journey. He arrived on a trading ship that ca through the northern passage with three other vessels and docked in the afternoon with the ordinary traffic of a busy harbor day. Fylon ntioned it that evening in his regular briefing, as a single line: *Paris arrived. He is at the harbor master’s office completing the cargo docuntation.*

Cargo docuntation.

Three months in an interior Anatolian trading house and he was handling his own cargo docuntation at the harbor.

Lysander sat with that for a mont before continuing the briefing.
