The two letters arrived on the sa day.

He would think about that afterward — the specific quality of a day that delivers two things at once, as though the world had been waiting for a mont when both hands were occupied before it moved.

The first ca in the morning.

Fylon brought it to the supply office at the second hour — a sealed tablet, the routing mark of Ampelos’s eastern network on the exterior, the kind of fast-tracked correspondence that moved ahead of the regular courier schedule when the sender had decided it could not wait. Fylon set it on the table and said: *"From the eastern route. Ampelos’s network. It ca on the overnight ship."*

*"Who sent it."*

*"The seal is Paris’s."*

Lysander looked at the tablet for one mont before opening it.

Paris wrote the way he had learned to write over the past year — direct, without performance, the words of soone reporting what he had seen and understood he needed to report quickly.

He wrote:

*The second house is at the edge of it. Not the coastal edge — the inland edge. ron’s house was the western end of the functioning network. The second house is at the point where the functioning network ends and what has stopped functioning begins.*

*I have been here eleven days. In eleven days I have spoken with four traders who ca from the east with nothing to trade — they ca because the routes behind them no longer exist in a useful sense. Not disrupted. Ended. The interdiate markets they supplied and depended on are gone. Not closed — gone. The populations that sustained them have moved.*

*Ampelos is writing his own report. I am writing this separately because there is sothing I want to tell you that is not in the trade report.*

*The people moving are not moving toward the coast because the coast is a destination. They are moving toward the coast because the coast is where the movent stops. Everyone I have spoken with — the traders, the families arriving at the edges of this house’s territory, the single administrator from an eastern regional center who arrived two days ago with his family and his office records and nothing else — they all describe the sa thing: a movent that began far enough east that no one I have spoken to knows where it started. It has been moving for longer than any of us understood. What you are seeing on the beach at Troy is not the wave. It is the foam at the edge of the wave. The water behind it is very deep.*

*I am coming back. Ampelos agrees the second house visit is complete — we have what we ca for and staying longer does not add to the picture. We leave in three days on the first available ship.*

*Tell Hector.*

*— Paris*

Lysander read it twice.

*The foam at the edge of the wave.*

He thought about everything he had assembled over the past months. The settlent six weeks ago. The eighty boats on the northern coast. The coastal villages beginning to relocate. The supply reserves at eight months.

He had been looking at the foam.

He sat with that for a long ti.

Then he wrote a note to Hector — brief, specific: *Paris’s letter. Co when you can. Today if possible.* He sent it with a runner and went back to the morning’s supply work because the work was there and needed doing and the letter did not change what needed to be done in the next hour.

He had learned this from Doros, years ago now: the arrival of important information does not suspend the ordinary obligations. The ordinary obligations are what make it possible to respond to the important information correctly. A man who abandons his work every ti sothing significant arrives produces chaos faster than the significant thing does.

He worked.

The second letter ca at midday.

Not from the eastern network — from the harbor. Fylon brought it with the specific contained quality he sotis had, the quality of a man who had assessed the information and decided it required the sa conversation as the morning’s letter.

He said: *"Sarpedon. He returned to Troy four days ago — the passage terms docunt required a final clause neither side had anticipated and he ca back to resolve it personally rather than through correspondence."*

*"I did not know he had returned."*

*"He arrived quietly. He sent this to your office rather than to the diplomatic channel. He says in the cover note that he wanted you to have it before it went anywhere formal."*

Lysander opened it.

Sarpedon wrote in the careful register of a man who was choosing every word with the awareness that the docunt might be read by more people than its intended recipient.

He wrote:

*Three days ago a Mycenaean trading vessel arrived in the harbor. Its cargo manifest was routine. Its actual purpose was not routine. The vessel carried a representative of Agamnon’s court — not a formal diplomatic envoy, which would have required announcent. A comrcial representative, traveling under a rchant’s credentials, whose actual instructions were political.*

*He requested a private eting with . I agreed, because refusing would have told him more than eting him.*

*He carried an offer. I will describe it plainly: Agamnon’s court is prepared to offer Lycia favorable terms on trade routes that Lycia has long wanted access to and that Mycenaean comrcial pressure has consistently blocked — in exchange for Lycia reviewing its current regional commitnts with Troy and Caria.*

*He did not say: abandon the commitnts. He said: review them. He said: the regional situation is changing rapidly and Lycia’s interests may be better served by flexibility than by fixed arrangents made under previous conditions.*

*I told him I would bring the offer to my king.*

*I am telling you first because you should know before my king knows, and because what I tell my king will be shaped by what I know when I tell him. I wanted to know what you know before I decide what I tell him.*

*The offer is real. The routes are real. My king has wanted them for a long ti.*

*— Sarpedon*

Lysander set the letter down.

He sat in the office with both tablets on the table in front of him.

Paris’s letter on the left. Sarpedon’s letter on the right.

The foam at the edge of the wave. And a Mycenaean comrcial representative with a real offer arriving in the harbor three days ago.

The sa day. Not planned — there was no chanism by which Agamnon’s court could have known about Paris’s letter or tid the arrival to coincide. The convergence was not strategic. It was the convergence of two processes that had been moving toward the sa point from different directions for different reasons.

He had known this was coming.

He had known it in the abstract way that a man knows sothing from having read about it, studied it, built his entire presence in this palace around trying to prevent it. He had known it in the practical way that a man knows sothing when Cassandra tells him the absence has two qualities and one of them is intentional.

He had not known it in this way — both tablets on the table, the morning’s light coming through the office window, the harbor sounds outside, the ordinary day continuing around an extraordinary fact.

*This is what it feels like,* he thought. *Not the crisis. The mont before the crisis becos visible to everyone else.*

He had perhaps months before this beca a conversation that could not be controlled. Perhaps less. Agamnon had moved once — a comrcial representative, deniable, calibrated. If Lycia said yes, he would move again with more weight. If Lycia said no, he would find another point of pressure. The offer was not the action. The offer was the first step of a process that had already begun.

And behind Troy, the foam at the edge of a wave with very deep water behind it.

He picked up Paris’s tablet again.

*Tell Hector.*

He picked up Sarpedon’s tablet.

*I wanted to know what you know before I decide what I tell him.*

He thought about what Sarpedon needed from him before he spoke to his king. Not a counter-offer — Lysander had nothing to offer that competed with routes that had been wanted for a long ti. What Sarpedon needed was a reason to tell his king that the Troy commitnt was worth more than the access being offered. Not because Troy was asking. Because it was true.

He began to think about what that argunt looked like.

He was still thinking when Hector knocked.

Hector ca in and sat and read both letters without speaking.

He read Paris’s letter twice. He read Sarpedon’s letter once, set it down, and picked it up and read the last paragraph again.

He said: *"Paris is coming back in three days."*

*"Yes."*

*"When he arrives I want to speak with him before anyone else."*

*"Yes."*

*"Sarpedon."*

*"He is waiting for to respond. He will not speak to his king until he hears from ."*

*"How long does he give you."*

*"He did not say. I think two days. A man who sends a letter like this does not wait a week for the answer."*

Hector looked at the table.

He said: *"Agamnon knows what each party wants that they do not currently have."*

*"Yes. He has been watching the regional relationships since Diodes was here. He will have a different offer for Caria. Different want, sa structure."*

*"Two separate offers. Each one designed for the specific party."*

*"Yes. He is not attacking the network directly. He is finding the point in each relationship where the benefit of leaving outweighs the benefit of staying."*

Hector was quiet.

He said: *"The foam at the edge of the wave. Paris’s phrase."*

*"Yes."*

*"He found the right words for it."*

*"He has been learning to find the right words for things."*

Hector looked at him.

He said: *"What do you need from tonight."*

*"Tonight — nothing. I need to think about what to say to Sarpedon. That is a problem of argunt, not of resources. Tomorrow I need to co to you with a proposal for what we offer Lycia that is better than what Agamnon is offering."*

*"Do we have sothing better to offer."*

*"Not in kind. We cannot give Lycia the routes. But there is sothing worth more than a trade route when the wave behind the foam is as deep as Paris describes."*

*"What."*

*"A wall,"* Lysander said. *"Not a physical one. A network of palaces positioned and committed to absorb the pressure together rather than separately. Lycia taking Agamnon’s offer gets them the routes and loses them the network. In ten years — less, if Paris’s letter is accurate — the routes will not matter because the conditions that make them valuable will have changed. The network will still matter."*

Hector looked at him for a long mont.

He said: *"Say that to Sarpedon."*

*"I intend to."*

*"Say it in writing. Not in a eting — in writing, so he can give the docunt to his king directly."*

*"Yes,"* Lysander said. *"That is right."*

Hector stood.

He said: *"Priam needs to know about both of these today."*

*"I will go to him after you."*

*"Co with now. He should hear it from both of us."*

They walked through the palace together.

The afternoon light was moving across the corridor floors in the specific way of a day nearing its end — the angle lower, the shadows longer, the light the color of sothing that had been in the air for a long ti and was preparing to leave.

Lysander thought about the day.

Two letters in the sa morning. The foam and the offer. Paris three days away on a ship. Sarpedon waiting in Troy with a conversation he had not yet had with his king.

He thought about a year and a half of mornings in the supply office. The vocabulary shard on the ledge — nine hundred and twelve words now. The harvest numbers and the harbor records and the dical protocols and the schools. Deia working extension problems in the corner of the craftsn’s quarter school. Miros designing the floating role. Daidalos reading the barrier specification and understanding it without being told.

He thought about Hector knowing he would die and saying: *what do you need from .*

He thought about Cassandra in the library before dawn.

Everything they had built was about to be tested in ways he had prepared for and in ways he had not.

He did not know if it would hold.

He knew it was more than nothing.

He knew it was more than Troy had had eighteen months ago when a man who had been a history lecturer woke up in a body he did not recognize in a palace that was going to burn.

He was still building.

*Keep going.*

That night he went to Cassandra.

Not to tell her — she already knew. He went because he needed one mont of stillness before tomorrow.

She was in the library. She looked up when he ca in.

She said: *"Both of them today."*

*"Yes."*

She was quiet for a mont.

She said: *"The second quality. The intentional one. It has moved. Not a decision approaching — a decision made."*

He looked at her.

*"When."*

*"Today,"* she said. *"Soti today."*

He sat with that.

He picked up his shard.

Nine hundred and twelve words.
