Within Great Qin, it’s mostly Resentnt Level Monsters that run rampant. Fiend Level and true Demon Evils are, after all, rare. Unless a major war breaks out, it’s unlikely for Demon Evils of that caliber to cause chaos in various regions.
Before I entered the Heavenly Realm, there were so Fiend Level Monsters in South Nether Prefecture.
