Dongfang Zhao then mulled it over further. "The mysterious expert ntioned in the secret letter might not necessarily be within this world. The Demon-Subduing Division has long speculated that other mysterious entities exist beyond Heaven and Earth. The Demon Evil Clan, for instance, originates from Outer Heaven. That mysterious expert who caused the Mountain Spirit Clan to erge very likely ca from there. He allowed the Mountain Spirit Clan to appear; who knows if there’s so ulterior motive? By eliminating the Mountain Spirit Clan, we are rely thwarting his plans and preventing even worse consequences."
Dongfang Zhao had never been one to assu absolute benevolence from an unknown entity. This other party had created the Mountain Spirit Clan. While there might be no ulterior motive, he had to consider the worst-case scenario. Furthermore, the Mountain Spirit Clan fed on humans. This could be an inherent instinct or one bestowed by that powerful expert. Indirectly, this suggested the expert was very likely an enemy of the Human Clan.
As for whether eliminating the Mountain Spirit Clan would provoke retaliation from that expert, there was little to worry about. If that expert was not in this world, there must be certain restrictions preventing their arrival. This was similar to how the Demon Evil Clan was constrained by Heaven and Earth, unable to launch a large-scale invasion. These were all conjectures, but they were well-founded. Thus, Dongfang Zhao’s concerns lessened. If the restrictions truly vanished one day, that was beyond his control. For now, all he could do was purge all entities within Great Qin’s territories that posed a threat to the Human Clan. The rest would have to be dealt with later.
Subsequently, Dongfang Zhao turned to Zhou Yuanzheng. "With Shen Changqing in South Nether Prefecture, the Mountain Spirit Clan won’t be able to stir much trouble. The other prefectures, however, present a considerable problem. The ones most likely to face complications are Luo’an Prefecture and Great Wilderness Prefecture. Do you want to return to Luo’an Prefecture, or go to Great Wilderness Prefecture to mobilize forces and eradicate the Mountain Spirit Clan?"
Other prefectures, though troubled by Demon Evils, had local Demon-Subduing Divisions of considerable strength. They could likely manage against the currently not-so-powerful Mountain Spirit Clan. Only the two prefectures embroiled in war posed a significant challenge. They had to confront Demon Evils, deal with enemy armies, and also contend with the Mountain Spirit Clan.
Zhou Yuanzheng shook his head. "I’ll go to Luo’an Prefecture; I’m more familiar with it. I was hoping for so rest after returning, but it seems I have to get busy again before my seat even warms up."
"Being busy is good. Staying idle in the Demon-Subduing Division is a waste of ti," Dongfang Zhao said with a gentle smile.
In response, Zhou Yuanzheng snorted disdainfully. Being busy is good, huh? I don’t see *you* getting busy. He’s supposed to guard the Capital City, but I could do that just as well. However, these were just thoughts he casually entertained and never voiced aloud.
"If I go to Luo’an Prefecture, who do you plan to send to handle Great Wilderness Prefecture?"
"I will report this matter. The Imperial Court has nurtured so many experts; it’s ti they got so exercise. The Demon-Subduing Division can’t be expected to handle everything," Dongfang Zhao replied.
"Experts from the Imperial Court?" Zhou Yuanzheng’s face showed scorn. "Those good-for-nothings they’re nurturing—what use can they possibly be? Sending them to Great Wilderness Prefecture would be like sending them to their deaths. Still, that might be for the best. If those good-for-nothings go to Great Wilderness Prefecture and die in battle, at least it will save so provisions."
Hearing this, Dongfang Zhao shook his head and chuckled. He knew Zhou Yuanzheng was deeply dissatisfied with the Imperial Court, so he refrained from comnting while the other vented his frustrations. Indeed, so recent actions by the Imperial Court had been sowhat ill-advised. But Dongfang Zhao understood the reasoning. Many of these actions were Emperor Qin paving the way for the Imperial Family. He was concerned that after his own demise, the Demon-Subduing Division would beco overwhelmingly powerful and completely control state affairs.
Once Zhou Yuanzheng finished speaking, Dongfang Zhao stood up. "Alright, Luo’an Prefecture is in your hands. I’m going to the Imperial Palace to report this matter to His Majesty."
