The existence of these Heroic Spirits is similar to the ’summoned Otherworld Divine Attendants’ from a derivative plane.
Even though Duncan raised the cap for the Root World, the regular humans are still at a two-star or three-star strength; four stars is the ceiling for mortals, much like the web novels of the early eras, with only a few five-star Legendary Powerhouses existing across the continent.

"The Eagle Banner of the Imperial Legion."
The woman urged hurriedly, "Quickly prepare the summoning ceremony."
"I see the Mage of Britain."
"If this continues, we will all die here."
Napoleon Bonaparte Duncan showed no hesitation. He imdiately took out the golden Eagle Banner and placed it in the center of the array. The next second, a wave of weakness washed over him. Even though he was not a wizard, he could feel a power surging into it, and then a strange light appeared.
It was unknown how much ti had passed.
A deep, majestic male voice sounded. He looked down at the short Napoleon, expressionless as he asked, "Did you summon ?"
"You little Frenchman."
The summoning of Heroic Spirits has no rules, and even the Holy Grail ceremony has no rules. The rules were slowly added later. Initially, it was just a primitive and chaotic use of magical power.
The witch quickly recited incantations, and as she grabbed Napoleon’s arm, several sigils appeared on his arm.
She urgently said, "This is the Curse Order to control Heroic Spirits."
