It only appears in situations where no one pays attention and acts on phenona where no one observes. For instance, adjusting the probability to enter a better world line, like the classic story of a kingdom being dood because of a lost nail.

Basically, that’s it, Protective force adjusts the probability of occurrence, influencing the direction of world lines, all for the purpose of extending the current world.
Though Gu Mo doesn’t know how it’s done, it’s clear it wasn’t actively coordinated by Chaldea, so he can imagine that the Protective force probably adjusted the probability, steering the world line in a direction that ets their requirents, striving to increase the odds of saving the world, avoiding the possibility of extinction.
That’s probably what it’s all about. Gu Mo thought about it, speculating based on the information he had, but given this, the situation in this world is truly extrely critical. It’s not that the Protective force only dispatched one Crowned Servant, rather it could only dispatch one Crowned Servant.
They would never gamble on matters of life and death, naturally wouldn’t miss any chance to increase their odds.
