Combined with Loren's understanding of the Federation over all these years, he had roughly guessed the Federation's purpose and thods.

To absorb the majority of powerful individuals, the Federation had woven an invisible net, quietly blocking access to a portion of crucial advancent knowledge.

Furthermore, because the Spirit Stone consumption required for advancing from the Ninth Tier to Legendary was enormous, many psychics, upon reaching this stage, would choose to align themselves with the Federation to attempt the breakthrough to the Legendary tier with the Federation's support.
