Those who never wanted to leave were tasked to sign a life and death contract that says that the military will no longer get involved in soone else's life after the contract has been signed."
"You can watch for yourself the choice our forr citizens had made. Just to keep their land and house as well as the land near them as their own, they refuse to evacuate the seashore line. Once they had signed the contract, the military no longer had any responsibilities towards them, and their deaths had nothing to do with the military."
"Did I fail to protect them? No, they no longer wanted my protection. Not even the protection of the military. When they choose not to leave after I have issued an evacuation order and after they have signed that life and death agreent, they no longer have anything to do with us."
The response of the general and the proof shown before their eyes are undeniable. To say that the military watched those people die isn't correct either. It was because they didn't want to leave that they ended up dying. On the other hand, the general had to save those who were willing to leave the area and protect them, even providing them houses in the main city. The general didn't fail his job; he had done well and saved as much as he could within the three days before the tsunami fell over.
Those who stayed didn't believe the warnings from the general and ended up in such a way. That wasn't his fault, but that is the result that he had no control over. The lives that didn't want to leave had nothing to do with him anymore, the mont they signed the life and death contract.
