Allen's words sent a chill down Cecil's spine. Unconsciously, he and anyone who had been at the Guardians' headquarters had ignored the possibility that Omni-Man was the culprit. However, the truth ca to light when they analyzed Omni-Man's suit. The blood of several Guardians was on it, including so who had died far from where he was.
A forensic officer handed Cecil the results of the analysis. When he opened them, it only confird what he had feared. "The size of the holes in Immortal's abdon and Green Ghost's head match the circumference of Omni-Man's fist. Additionally, the bruises on Omni-Man's chest explain why Red Rush's hands were destroyed..."
"Damn it!"
Cecil threw the reports on the floor in anger and he teleported to the intelligence departnt. It was a room with several intelligence operatives.
"How's it going?"
Using advanced AI, they managed to recreate what had happened, and everything went exactly as Allen had said.
"Nolan... bastard, how could you?"
Cecil stared at the screen in shock after seeing how Omni-Man killed his forr teammates. There was no rcy, no restraint. Every attack was ant to kill them. So died in terribly unpleasant ways.
Cecil leaned on a railing, feeling exhausted and wanting to hit soone. The worst fear had co true: the world's strongest man was truly an enemy.
"Sir, what do we do?"
Cecil snapped out of his trance and looked at his subordinate, who was pale. His reaction was no surprise; Omni-Man was the superhero, the man in the sky who always defeated villains, stopped alien invasions, and saved the world from the worst threats. He was the man everyone could count on to solve the worst situations, and now that hero had turned into the devil.
...
Cecil returned to the interrogation room, his attitude back to its usual self. However, he didn't expect what happened next.
"I'm sorry, I win."
Allen revealed his hand, showing without rcy a Royal Flush.
"What the hell?" A guard slamd his hand on the table.
"This doesn't make sense! How do you get a royal flush three tis in a row?!" another guard stood up, pointing at Allen with anger.
Allen shrugged while sipping his coffee. "Because I'm cheating, obviously."
The guards, who were supposed to be elite soldiers, like ghosts who only appeared in the worst situations, were stunned by Allen's audacity. Cheating was one thing. Well, it wasn't okay, but if you're going to do it, at least don't rub it in their faces.
...
Rogue – You have no rcy...
Akeno – I don't know much about card gas, but Allen-kun, surprisingly, you're evil.
PercyJ – Haha, son of a...
Tony – Remind to never play poker with you.
...
"What are you doing?"
Cecil made a monuntal effort to not lose his cool and shout at the people he was supposed to trust his life with.
"What's up, Cecil~" Allen smiled mockingly and smugly. "I suppose you ca to apologize and thank ."
The guards left the scene with their heads down and Cecil slumped into a chair.
"Even if everything you said is true, it doesn't change the fact that you appeared out of nowhere in a restricted area..."
Allen leaned back in his chair. "Well, tell the Guardians to co complain to ..."
"..."
Cecil was still mourning the loss of the Guardians. It wasn't just about what they could do. They were a symbol. In this world, where a Kaiju from the depths of the sea can appear out of nowhere and kill a hundred thousand people, the reason people can carry on as if nothing happened the next day is because of the heroes.
The pillars of the world were the Guardians and Omni-Man, and now they had lost both. That was without counting the fact that Cecil didn't know how to stop Omni-Man. What would he do—face him? Report him? Unfortunately, Omni-Man was a Superman without any known kryptonite.
Allen smiled silently, watching the man who seed to have aged five years in just one hour. Cecil turned his attention back to the young man in front of him.
"Now that I can see, you seed pretty calm in that situation... but what would have happened if Omni-Man had woken up and seen you there?"
Allen blinked in disbelief and then smiled. "I was starting to think you'd never question who I am..."
Cecil wasn't bothered by Allen underestimating his intelligence. Instead, what caught his attention even more was Allen's identity.
"Well, Cecil, I'm a traveler from another world."
...
Rick – Hahaha, you really went full "I'm Iron Man."
Tony – In my opinion, I'm glad I'm not the only one who can't keep my identity secret for even five minutes.
Gwen – Allen, are you sure about revealing your origin so easily?
Allen smiled and activated his incognito mode. "Cecil is like a mix between Fury and Amanda Waller. He'll definitely suspect no matter what excuse I give. Plus, being the man who deals with intergalactic invasions, a visitor from another world isn't hard to believe."
...
Cecil tapped the table rhythmically with his finger, trying to see through Allen, but he couldn't extract any more information. By this point, Allen had gotten used to dealing with these kinds of intriguing, clever, and manipulative people. Of course, Cecil was in a situation where he had to protect the world from all kinds of threats, so it was normal for him to act this way.
"Currently, we don't have the power to deal with Omni-Man..."
Cecil's statent was blunt and honest. Omni-Man was a Superman without the weakness of kryptonite. Of course, there was no need to worry about him flying to the sun to get stronger, but that didn't change the fact that facing Omni-Man on the wrong side would be extrely dangerous.
"That seems to be the case..."
Allen's reply was calm and almost distant, but that was normal. Unlike waking up as Yhwach or Sigurd, Allen was currently a stranger, unattached to this world, with no obligations to anyone. Nothing was forcing him to get involved in their problems other than his desire to lend a hand in case of need, or his need to collect fragnts.
"I have a proposal..."
Allen stopped drinking his coffee and looked at Cecil with interest.
"Strangely, you decided to co with us, and even stranger that you're so cooperative when it's clear you could kill us all with ease."
"..."
"Allen Walker, I don't know how strong you are, but... you can't handle Omni-Man, so I'll think of sothing. For now, we'll just pretend we don't know the truth... So, why are you here?"
Cecil observed Allen's expression as he listed his future actions, but he couldn't glean anything from his gaze.
Allen crossed his arms. "I followed you because I didn't want a 'Wanted' poster on my head the mont I arrived in this world. Plus, I currently don't have an identity, so it's complicated to get around... Cecil, just tell what you need from "
Makima – This guy is pretty good but careless...
Albedo – Allen-sama is impossible to read because he has no connection to this world.
Rebecca – Can Allen kill them? Is he strong? Of course, he is! Hahaha!

(Washington D.C.)
In a world full of superheroes and supervillains, conflicts with the governnt were inevitable. On one side, there were those trying to maintain control, but on the other, there were people who realized that when you can create acid from your hands, obeying the law starts to sound more like an option than an obligation.
At the White House, one of the most iconic places in the nation, the atmosphere was tense. It was strange to see high-caliber automatic machine guns lined up as if they were at war. But in this world, life was like this, and people tried not to think about it too much.
People were coming and going without breaking this false peace. The only thing that drew attention was two guards at the entrance. One of them was complaining about how the requirents for their positions had increased.
"Man, I have no idea what the hell is going on with the world. I got the new certification, but in the army, I only needed to know how to defend myself from a guy with a knife. Now I have to learn what to do if a guy shoots lasers from his eyes, controls the weather, or sends buses to the moon..."
"This is how it is..."
"Aren't you too calm for this situation?" The first guard widened his eyes as his partner smiled. "Damn, you're not going to be here, are you?"
"Haha, I'm going to enjoy a long break in London... good luck with the laser eyes."
*Crack*
Both guards jumped as the ground split open in the middle of the street. People panicked at the event, as this was the White House. Who would dare to attack it?
From the ground erged two huge blue n. One of them snorted when he saw they had erged on the street instead of directly inside the White House. The machine guns began firing at them, but neither felt a thing; they were so resistant that the bullets didn't even tickle.
"Ah! We're not inside, I shouldn't have trusted the faulty calculations of a clone!" one complained as he walked forward with a self-modified Minigun.
The other blue man followed, feeling offended. "Clone?! You're the clone... ah!... this was always the plan, the president is after us, so we have to break that false sense of security... it's not enough to kill him, we have to make a spectacle of it. You'd know that if you were the original."
The whole ti, they were covered by an endless rain of bullets, while the poor guards crouched, holding their heads to the ground, praying to God.
"It's refreshing, like a massage... but I prefer bigger calibers," one of the Mauler twins shot, destroying the White House's machine guns with little effort. The ease with which the two supervillains approached the White House was absurd, but they were not just any villains, they were preceded by a certain fa. "The infamous Mauler twins."
Both twins shot at the walls of the White House as they took their ti, making sure there were civilians recording to make the scene more impactful. Then, two tanks appeared, but they didn't seem to pose much of a problem.
"This is going better than I expected, clone."
"Yeah, clone, but I'm surprised the Guardians haven't shown up yet."
*Bang*
A shot hit one of the twins in the cheek. He turned to see a guard lying on the ground, shooting at him. The twin walked over as if mocking him.
"Fool clone, just kill him!" said the other twin, blocking the shots from a tank with his hand.
"Shut up, clone!" the first twin growled, glaring at the other, but the still panicked guard started shooting, and one of them landed in his eye.
"Ahhh!"
"I knew it, a clone will always be incompetent..."
"AHHHH! DAMN IT!"
Filled with rage, the injured twin raised both fists, like Hulk, ready to crush the guard. The man looked on in horror — he was supposed to go on vacation with his family tomorrow.
"Mauler Twins!"
Upon hearing soone call them, both twins were surprised.
He entered the scene with a strong stride, walking from the grass, holding a tablet with information on both Mauler twins. His expression was calm despite the chaos around him.
He was dressed in his usual attire, but now with the addition of a trench coat that only soone like Butcher would appreciate.
The mysterious young man caught the attention of both twins, not for his strangely stylish outfit, nor his attractive face, nor his captivating voice, but for his terrifying aura, which stole the breath from both twins, who were able to withstand tank shots as if they were paper airplanes.
...
Aphrodite – How can you be so sexy?!~
Emma – Give a child!~
Raven – Tsk... have so dignity... *she took several screenshots*
Kara – So people have no sha *she's recording the stream in high quality*
Rogue – Seems like there's been a plot twist. The Mauler twins were supposed to be defeated by the Guardians since they served as a way to introduce their Justice League... *proceeds to zoom in on Allen's face*
Ruby – Do you know this world? *It's unclear what she's doing*
Rogue – Only superficially, I saw the casual mint series.
Rias – I see... Hmm, it's odd that this happened, considering Allen arrived in this world as a nobody. *Also takes a couple of screenshots of Allen's outfit*
...
Allen slowly approached the Mauler twins. "Theft, murder, human experintation, trafficking dangerous materials, attacks on life... and the list goes on and on..."
With every step Allen took, the hearts of both Mauler twins tightened. A superhero? A villain? It was strange, but they couldn't quite define Allen. If he was interfering with their plans, he should be a hero, but his presence was more like that of a villain... no, it was like seeing the final boss of life.
"It's not our fault! The world needs sacrifices for progress, it's always been this way!"
One Mauler twin shot at Allen, but the bullets didn't harm him. Of course, both twins also had bulletproof skin, so they weren't surprised.
The other twin grabbed a tank and threw it at Allen. "Tell sothing, how do you think Talidomida was made?! We only commit cris because they won't let us experint!"
Allen extended his hand and stopped the tank before slowly lowering it. He made sure to protect the crew with telekinesis so they wouldn't break their necks from the impact.
"I don't care!"
Allen's response left both of them stunned. Now they were more confused. Playing with the mind of a superhero was always easy — you just had to test their morality, ethics, and the failures of their justice. But Allen firmly rejected any argunt they could make.
"You're not a hero..." said one of the twins, clenching his fists.
"Tsk, let's just hit him. It's only one of him, and we're two, even if you're a diocre clone!"
Allen watched the Mauler twins make their commotion with total calm. However, he used his telekinesis to discreetly remove the people from the area. At the sa ti, he rembered the deal he made with Cecil.
...
(Flashback)
Allen – Sorry, but being a dog isn't my greatest aspiration...
Cecil – I don't think I made myself clear... Omni-man made face the harsh reality: superheroes are dangerous, maybe not as dangerous as villains, but it's still a gamble having super-powered beings around...
Allen – Don't tell you want to register and control the superheroes... I've seen that several tis, and it never works...
Cecil paused, thinking carefully, then after ten minutes, he looked at Allen.
Cecil – You know, when people commit cris, the police are called, but who do you call when a police officer behaves badly...
Allen – Internal affairs... wait, you're not thinking sothing stupid, are you?
Cecil – What if there was soone independent from the governnt, autonomous, who would supervise the heroes and villains to make sure they don't cross certain lines...
Allen – Okay, you smoked sothing weird.
Cecil – No, no, wait... hear out!
Allen – ...
Cecil – It's always the sa: superheroes catch villains, they escape, and commit more cris... heroes are the sa. It just takes one bad day for one of them to decide they no longer want to be a hero...
Allen – So, you want to be an internal affairs cop or an executioner?
Cecil – What if soone had the authority to be both a cop and a field judge? Soone who could pass judgnt and deliver sentences on the spot. Maybe it's a crazy idea... Let rephrase it—I want you to help regulate both heroic and villainous activities... A Regulator of Evil and Justice.
Allen – Okay, you're insane...
Cecil – I know, but I have god himself in my building, and I have no idea how to deal with him without losing my mind.
Allen – This is going to cost you, Cecil. And you're taking full responsibility for my actions...
(End of Flashback)
Allen chuckled as he recalled Cecil's face when he heard his demands. He was sure that Cecil only thought of these things because of the imnse pressure he was under at that mont, and he was definitely regretting it before he even finished speaking. But what was said was said.
"Mauler Twins, you can surrender and be taken in by the police or... wait, I almost forgot."
Allen made two sheets of paper appear and floated them over to the twins. They grabbed them and imdiately grew furious upon seeing what they were.
[Fine: $440,000 – for damage to private property and monunts, $100,000 – for multiple attempted homicides, $10,000 – for disturbing the peace, and $3,000 – a "voluntary" tip for services rendered.]
"Son of a b... Are you fining us?!" One of the twins stared at Allen in disbelief and anger.
"I'm really putting the fines randomly, you know, I'm not sure how much is right yet; well, you guys have a second choice."
"Not just that, you're charging us a three-thousand-dollar tip?! Are you even human?!" The other twin tore up the fine and glared at Allen. "Even a villain has more decency!"
"Hey, I have to live on sothing."
...
Esdeath – They seem more upset about the "voluntary tip" than anything else... hehe
Makima – You know what they say, the only thing worse than a Demon King is a governnt worker~ I won't deny that your new level of evil delights 🖤~
Rebecca – Hahahaha
Harley – I love It! Hahaha!
...
"Damn it! I don't care if you're a hero or a villain—I'm going to crush you!"
One of the twins threw his weapon aside and charged at Allen with the intent to kill.
"Don't do it!" the other Mauler yelled.
"Aren't you supposed to be a genius?" Allen shook his head, pulled a coin from his pocket, and shot it with his fingers. At that mont, the twin regretted his attack, but it was too late; a massive hole appeared in his chest, and he collapsed lifelessly to the ground.
"I... I was the original..."
Allen noted sothing on his tablet, then stored it in his inventory before turning to the remaining twin with a cold stare.
"Do you want the second choice, or should I review your tax returns?"
The remaining twin dropped to his knees, looking stunned. "You... you can do that?"
"..."
Allen remained silent, and a chill ran down Mauler's spine. He pulled out his wallet. "Do you take cards?"
The people in the chat felt genuine fear at Allen's new job. Even if he were Satan himself, he wouldn't be as terrifying as he was now. After all, there's an old saying—The Joker may be crazy, he may be a homicidal maniac, but he always pays his taxes... He always pays his taxes.

A/N: I apologize I didn't an to turn Allen into that kind of monster 🍷🗿
