After the Resplendent Treasure Emperor, the Dictum Emperor followed as it was among the reasons for the shocking radiance around his body!

An influx of information ca along with wondrously blooming changes, Noah holding off the Bundles of prompts to focus on a single one that was causing the greatest change within him!
