Sebastian did not break his promise and gave Ego's soul directly to the Soul Stone. As long as their target was Sebastian, a being who was not ant to exist in this world according to the predetermined course of history, they would be unrestrained in their actions.
The Vishanti's desire to restore order and restore the world to its original predetermined course was clear. At this point, the Ancient One no longer had much power to assist Sebastian.
